Duties

This position is in the Office of Investigations & Intake and will support the IC IG Hotline, which receives and processes allegations of waste, fraud, abuse, and misconduct in the programs and activities subject to the IC IG's jurisdiction.

Investigative Analysts will also support audits, inspections, evaluations, and investigations, and if desired, have the opportunity to work in different areas of the OIG.

Duties include but are not limited to: Coordinate, compile, and organize all essential information and materials to assist the Hotline Branch Chief in the execution of daily mission objectives.

As directed coordinate operational and administrative matters, review and investigate issues, and develop initial solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects.

Receive in-depth telephone, email, and in-person complaints; review and catalog written correspondence regarding allegations received through the Hotline.

Evaluate allegations and consider all relevant aspects of the matter such as the credibility of the source; the evidence that a violation of law, regulation, or standards of conduct has occurred; the cost effectiveness of a formal inquiry and potential benefit to the Government; and the potential for adverse effect to the ODNI and to the Government.

Assess credibility and merit of the information, and recommend appropriate next steps, such as, preliminary review, referral to an appropriate entity or close without action.

Ensure protection of Hotline sources' confidentiality to the maximum extent possible by following strict internal controls.

Manage workload, giving special attention to priorities; bring to the Hotline Branch Chief's attention significant cases, such as those which involve public safety or senior level officials.

Prepare written correspondence to record in-person intakes, routine administrative forms, referral memoranda to ODNI Components and other Federal agencies, and complainant acknowledgment, when appropriate.

Develop and present written documents that include reports of investigation and memoranda to management, and also develop and present oral briefings for senior leaders regarding findings and the status of complex or sensitive investigations, cases, and/or inquiries.

As directed coordinate, compile, and organize all essential information and materials to assist Senior Executives in the execution of daily mission objectives. Perform other related duties as assigned.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

  4. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

This is an excepted service GS-12 position open to the public and all current federal employees at the GS-11 and GS-12 levels. Current federal employees at the GS-11 and GS-12 levels may apply to this position, and if selected will maintain pay set at their current grade and step. Current federal employees at grade levels GS-10 and below are not eligible for this position and their application will not be forwarded to the hiring manager. All current federal employees that apply for this position must submit their most recent SF-50 (i.e. dated within the last 52 weeks from the closing date of this vacancy announcement.

Knowledge of the ODNI, IC agencies' mission, organization, collection and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.

Knowledge of IC information management security guidelines, document storage, and classification guidelines.

Oral and written communication skills to communicate effectively with key stakeholders throughout the IC and United States Government.

Analytical, critical thinking and problem-solving skills, including the ability to interpret complex information from multiple sources.

Interpersonal, organizational, and problem-solving skills, including the ability to develop working relationships and networks with internal and external managers and staff.

Research, planning, and organization skills, and ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.

Ability to work effectively with IC OIG leaders in a highly active, fast-paced, and demanding organization.

Data analytics and/or intelligence analyst experience desired, although not required.
