Duties

Help

  • Responsible for the management, administration, and technical direction of the site Integrated Solid Waste Program, which is designed to reduce our waste streams, reduce costs associated with waste disposal, prevent pollution, and conserve material resources.

  • Oversees the operations of the site Recycling Center and collection locations. Directly responsible for the efficiency, safety and operational integrity of the program. Supervises a staff of one to eight full time Motor Vehicle Operators, NA-5703-04, assigned to the Program. Subordinate personnel perform duties that pick up and deliver recycling materials, sort recyclables, and operate equipment such as trucks, balers and forklifts. Selects nonappropriated personnel, provides direction and guidance to all personnel concerning assignments and schedules. Keeps staff advised of regulations and policy changes, prepares work performance evaluations, recommends job performance awards, discipline and/or overtime requirements.   • Responsible for providing refuse contract Performance Assessment Representative (PAR) functions for the region. All Integrated Solid Waste Site Coordinators will be trained by NAVFAC SW FSC to effectively conduct this responsibility to include reviewing and understanding the refuse service contract and conducting daily surveillance. The Integrated Solid Waste Site Coordinator is also responsible for conducting daily field inspections to maximize refuse contract efficiencies.

  • Assure compliance with CNRSWINST 11350.1C at the local level including attending preconstruction meetings.

  • Submit monthly reports as required.

  • Coordinates with Defense Reutilization Marketing Office (DRMO) to determine materials to be made available for reuse. Expands the recycling program to divert hard to recycle materials from the landfill.

  • Reviews short and long range goals for the site Integrated Solid Waste Program. Evaluates the effectiveness of the program developments and program goals and objectives or whether restructuring would promote greater results.

  • Promotes the recycling program through publicity campaigns, public affairs announcements, and newspaper.

  • Coordinates and plans, with Regional Recycling Operations Division Manager and other Integrated Solid Waste Site Coordinator, to maintain a uniform recycling operation and refuse management throughout the region.

  • Attends meetings relating to the program at other locations as a representative of the Regional Integrated Solid Waste Management Program. Maintains liaison and communication with higher authority by telephone, informal correspondence and personal contact as an advisor on recycling matters.

  • Performs other duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Two years of general experience in working/coordinating a Recycling program and two years of specialized experience, which demonstrates knowledge of identifying, classifying, categorizing and processing solid waste' materials.

Knowledge of environmental concepts, principles and practices applicable to the full range of duties concerned with the implementation and administration of a Recycling Program.

Ability to recognize and identify materials that require further processing such as removal of foreign parts or demilitarization and materials which could endanger the health or safety of personnel and therefore not to be sold as scrap.

Ability to determine identification and condition of materials by visual observation.

Knowledge of an ability to work with and understand DRMO and civilian contracts.

Knowledge of international, DoD, federal, state and local and Navy rules and regulations pertaining to Solid Waste management.

Computer knowledge with the ability to navigate through word processing, excel and power point programs.

Ability to promote the Recycling Program.

Ability to manage and maintain accurate and up-to-date reports and records.

Ability to communicate effectively with others both verbally and in writing.

Ability to follow verbal and written instructions.
