The Supervisory Operations Program Manager (Division Chief of Operations Branch) position supports the Policy, Plans and Requirements Directorate (PPR), White House Military Office (WHMO). WHMO supports the President in his roles as Commander-­in-Chief, Chief Executive, and Head of State and provides direction, coordination, and oversight of Department of War (DoW) resources supporting the President of the United States and the Executive Office of the President (EOP).

Duties

Help

Incumbent typical work assignments may include the following:

  • Directs the daily administration and operations of a multi-disciplinary division comprised of military officers, enlisted personnel, civil servants, and contractors, executing full personnel management duties including performance appraisals, disciplinary actions, and workforce development.

  • Plans, develops, and publishes comprehensive program doctrine, standard operating procedures, and operations plans (OPLANs) supporting national contingency programs, National Special Security Events (NSSE), and Presidential travel.

  • Collaborates directly with the Department of War (DoW), Department of Homeland Security (DHS), and other federal agencies to validate operations, execute execution checklists, and facilitate national-level training exercises.

  • Serves as the primary subject matter expert and strategic liaison to White House Staff, Cabinet officers, the Joint Staff, and the United States Secret Service, ensuring agency procedures align strictly with national policy directives.

  • Reviews Presidential directives, national policy documents, and intelligence warning information to assess operational impacts, providing senior leaders with actionable risk assessments and decision-support during high-stakes contingency operations.

  • This is a National Security Position. Incumbent shall obtain and maintain a current Top-Secret (TS) Security Clearance based upon a TS Background Investigation (T5/T5R) and be eligible for access to TS/Sensitive Compartmented Information (SCI)
  • Incumbent will participate in drug testing commensurate with DoD provisions and requirements for maintaining the security clearance and special access
  • Incumbent may be subject to national security or lifestyle polygraph examination, or other security surveillance methods
  • Incumbent may be required travel to temporary duty locations, both CONUS and OCONUS, and participation in operational exercises and/or contingency program activations
  • WHMO mission requirements present a physically challenging work environment, incumbents must maintain a robust level of physical stamina
  • This position requires the incumbent to file an Executive Personnel Financial Disclosure, upon appointment and annually thereafter
  • Prior to reporting for duty, the incumbent must be granted and maintain a current Top-Secret security clearance based upon a TS Background Investigation and approved for Presidential Support Duty (PSD)

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:

  1. Directing or overseeing the daily administration and operations of a multi-disciplinary emergency operations, defense, or contingency division; and
  2. Planning, executing, and coordinating national-level contingency programs, National Special Security Events (NSSEs), or equivalent high-profile security operations, and
  3. Serving as a primary liaison and/or technical advisor to senior government executives, and/or military senior leaders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
