OPEPD serves as the principal adviser to the Secretary on all matters relating to policy development, implementation, evaluation, and review, budget proposals and processes, data strategy and governance, and student privacy.

As a Managment and Program Analyst, GS-0343-11, you will be responsible for:

•  Assisting with the development and documentation of a variety of broad analytical studies involving financial management reporting related to the Department's loan and grant programs.
•  Assisting with the review and analysis of regular and ad hoc system reports. Conducting research and analysis of budget execution data, assists in troubleshooting execution anomalies to determine the cause and initiate corrective actions.
•  Using oral and written communication skills in presentation of budgetary information/ strategies to Management officials.

As a Managment and Program Analyst, GS-0343-12, you will be responsible for:

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11:

One year of experience in either federal  service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience with policies, procedures, and regulations that can be adapted to coordinate budget execution and analytical reports for at least one program.
2. Experience analyzing data to resolve problems and develop recommendations to management with supervision.
3. Experience with the administration of activities to support a financial or budget process, including activities that demonstrate analytical and evaluative capabilities.

Knowledge, Skills, and Abilities (KSAs) 
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.  Knowledge of applying qualitative or quantitative analytical methods to evaluate program effectiveness and to enhance management processes and systems.
2.  Ability to learn details of statutory provisions, regulations, and guidance relevant to education programs.
3.  Skill in planning, communication, scheduling, and managing projects and studies.

Education

GS-11

Ph.D., OR equivalent doctoral degree

OR 

3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

OR

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible).
