Functions

  • Develops and implements programs, clinical guidelines, and eduational tools to address intimate partner violence issues.
  • Manages information systems to track activities and evaluates service quality to ensure compliance with VA initiatives.
  • Provides direct support through risk assessment, interventions, consultations, and he facilitation of support groups.
  • Creates educational tools, develops programs and implements training focused on specific IPV needs/issues.
  • Develops and facilitates support groups (face-to-face or VANTS telephone line) and educational programs. Distributes educational materials provided by VA, local, state and national IPV organizations.
  • Conducts Veteran, family, Caregiver and VA employee interventions to facilitate the identification of domestic violence/intimate partner violence, psychiatric illness, emotional distress and social needs as treatment issues.
  • Collaborates with the Patient Aligned Care Team (PACT), Mental Health and Geriatric Primary Care clinicians to provide Veteran and staff education on domestic violence/intimate partner violence. Coordination will include hands-on support group work involvement, and training of patient aligned care team clinical social work staff in the development and facilitation of such groups.
  • Develops a library of IPV assistance information material for distribution through the various inpatient/outpatient and specialty clinic settings.
  • Serves as a liaison between the VA and community agencies. Participates in IPV assistance activities in the local community and state to promote and recognize the role of individuals who use and/or experience IPV. Participate in state and local IPV assistance committees. Invites state and community IPV related agencies to participate in the local VA IPV Assistance Advisory Board.
  • Establishes and maintains access to electronic social networks such as Facebook, Twitter, secure email and YouTube in accordance with VA policy.
  • Provides outreach presentations to community social service agencies, military Guard and Reserve units, Veteran Service organizations and other groups on VA IPV assistance programs and services.
  • Promotes the VA Intimate Partner Violence Assistance Program in coordination with the local VA Public Affairs Officer through interviews with local print, voice and television media. The incumbent will also have a collateral duty of serving as the Employee Threat Assessment Team (ETAT) Chair.
  • Coordinates the events and programs for the annual Domestic Violence Awareness Month every October that includes announcement and advertising of monthlong activities, mobilization of participants, educational sessions, and VA IPV Assistance programs.
  • Develops a data monitoring system to measure the efficacy of the program.
  • Collects, analyzes and reports program data to local management, VISN Intimate Partner Violence Assistance Program Coordinator Lead and the Intimate Partner Violence Assistance Program, Care Management and Social Work Service, Office of Patient Care Services.
  • Provides technical assistance to state, local, and private agencies, and universities. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.).

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (SCWE). Graduates of schools of social work that in candidacy status do no meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification can be made by going to http://www/cswe/org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Social Worker (Program Coordinator), GS-12 Grade Determination. In addition to the basic requirements for employments, the following criteria must also be met to qualify at this grade level:

(1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
  • Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
  • Ability to supervise multidisciplinary staff assigned to the program.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to provide training, orientation, and guidance within clinical practice.

Preferred Experience: Demonstrated experience at the advanced practice skill level in social work; at least two years of experience in social work practice related to Intimate Partner Violence Assistance.
