Duties

Help
  • Manages all formal activities and maintains a continuing and complex disclosure program for the Command requiring extensive knowledge and coordination skills within different Agencies and the Intelligence and Disclosure communities.
  • Acknowledged expert in all aspects of Foreign Disclosure Programs and is responsible for planning, programming, and coordinating the execution on a wide range of authorized international activities in support of plans and methodology.
  • Manage the Foreign Liaison Officers (FLO) Program ensuring assigned foreign personnel are vetted, tracked, contact officer is assigned, and all required documents are on file.
  • Plan and assign work to subordinates determining work schedules and priorities.
  • Review recurring requests for release actions of material to determine the level, type and method of disclosure to selected foreign governments in support of exchange agreements.
  • Assists Staff Officers in interpreting the National Disclosure Policy (NDP) as it applies to the protection of Classified Military Information (CMI) and Controlled Unclassified Information (CUI).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI} and selected Special Access Program (SAPs) based on a Tier 5 (or equivalent) investigation.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • May require TDY travel over more than 30 days to CONUS and OCONUS locations up to 30% of the time. This may require travel on military aircraft, ships and vehicles.
  • This position is deployable and may require extended TDY to OCONUS locations. This position requires a pre-employment physical and thereafter prior to OCONUS travel over 30 days.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • This position requires a pre-employment physical and thereafter prior to OCONUS travel over 30 days. Following initial adjudication of access, individual must be able to maintain qualifications for required access to perform temporary duty.
  • Employee must reside within the local area (50 miles) and able to report to work within an hour notice.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. See the Additional Information section below.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1) Experience providing guidance and advice on Foreign Disclosure Program policies such as requirements, limitations, and risks of information exchanges with foreign groups. AND
2) Experience managing the Foreign Disclosure program to include program planning, advising subordinates on administrative matters; work priorities and /or training needs. AND
3) Experience applying security measures to prevent unauthorized disclosure of national security program information to selected foreign governments.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
