This position is located in the Recreation Division, Morale, Welfare and Recreation Department at Naval Ordnance Test Unit, Cape Canaveral, Florida. The purpose of this position is to serve as the Program Manager of the Information, Tickets and Tours (ITT) Office, providing leisure activity opportunities for personnel within civilian community.
Summary

MAJOR DUTIES AND RESPONSIBILTIES:
As the Program Manager of the ITT Office, the incumbent:
Manages the overall operation of the ITT Office, including resale responsibilities, consisting of the following: control and accountability for approximately $250,000 of prepaid tickets for Central Florida attractions as well as $100,000 plus in consignment tickets for local attractions and entertainment facilities.
Contacts attraction/entertainment facility ticket outlets and negotiates "best price," completes required administrative paperwork, conducts inventory of tickets upon receipt and on a monthly basis. Issues tickets and cash fund drawer to employees at the ITT Office for resale to all eligible patrons.
Conducts surveys as necessary to ascertain needs and patron requests.
Plans, schedules, coordinates and provides transportation for special and recurring activities, such as weekend trips to attractions, special historic and cultural tours, leisure events such as exhibits, art and talent shows, etc. Solicits volunteer services to promote activities that could not otherwise be scheduled without such assistance.
Has responsibility for the maintenance, security and sanitation of the ITT Office and equipment.
Write news releases and is responsible for other publicity relative to the promotion of activities within individual area of responsibility.
Prepares budget requirements for submission to immediate supervisor for approval. Recommends additional budget requirements for new leisure activities and insures that program emphasis is on those activities most appropriate to the interests of the population served.
Supervises sufficient NAF personnel, plans and schedules work assignments to insure efficiency and economy of operations. Interviews and selects new employees, evaluates job performance, recommends reassignments, awards, disciplinary actions and terminations, resolves employee problems, provides all necessary training, and approves/disapproves leave and absences from work.
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
May be required to pass pre-employment examinations.
A valid State driver's license is required to operate motor vehicles.

Knowledge of the goals, principles, methods and techniques of recreation, which form a foundation for the practical application of such knowledge as it, applies to leisure activity recreation programs.
Program planning and leadership skills needed to devise and carry out recreation programs that will stimulate and maintain the interest of participants, including the understanding of the interests and motivations of individuals and groups.
Ability to meet and deal effectively with the general public, including all age groups. Skill, tact, compassion and understanding in dealing with patrons and in responding to customer complaints, considering situations on an individual basis while effectively working within the framework of existing rules and regulations to resolve problems satisfactorily.
Ability to promote recreation programs through the written or spoken work, using all available media and promotional sources, and/or through public appearances.
Knowledge of procedures in dealing with outside vendors, utilizing contracts and in purchasing techniques. Skill in developing budgetary requirements, including quarterly, annual and out-year needs to meet the requirements of the ITT Office.
Skill in effectively managing financial and physical resources used in this particular segment of the overall recreation program. Knowledge of current marketing procedures used in the day-to-day operation of recreation activities.
