The Healthcare Environment and Logistic Management (HELM) Remote Order Entry System (ROES) Supervisor manages the Denver Logistics Center (DLC) and National Acquisition Center (NAC) desktop support, developers, and system administration staff supporting ROES and NAC-Contract Management systems. The Remote Order Entry System (ROES) is a web-based application and order fulfillment application allowing VHA clinical providers to enter requests for products and services available through the Denver Logistics Center (DLC), and perform other associated functions. ROES is the front end of the DLC's supply chain/order fulfillment system. ROES is available to VHA and DoD clinical staff in designated disciplines (Audiology & Speech Pathology, Prosthetic & Sensory Aids, Orthotic & Prosthetic Labs, Home Telehealth), who place orders for patient care products and services maintained under DLC contracts.

OIT is seeking a Supervisory IT Specialist to lead software project management initiatives within the Health Services Portfolio. This position is responsible for supervising, leading, and managing a blended team of VA employees and contracted staff to achieve business sponsor objectives. The selected applicant will provide guidance and direction to product teams and coordinate activities among contractors, external vendors, stakeholders, and other project participants.

Major Duties:

  • Communicate effectively with IT Program Managers, customers, Business Owners, contractors, vendors, and other stakeholders; represent OIT, and stakeholders in meetings, briefings, and cross-functional forums.
  • Coordinate and lead the implementation of interface designs and design modifications in response to performance issues, changing requirements, and emerging design methods.
  • Apply systems life cycle management concepts, including Scaled Agile Framework (SAFe) methodologies, to plan, develop, implement, operate, and maintain information systems.
  • Coordinate and manage end-to-end services provided to Business Owners, ensuring alignment with business objectives, priorities, and performance expectations.
  • Perform risk management for assigned applications and product portfolios, including risk identification, analysis, documentation, escalation, and mitigation.
  • Coordinate with developers, users, and Business Owners regarding application performance, ticket backlogs, and service delivery concerns.
  • Support cloud engineering and cloud service activities, including cloud migration strategies and network or cloud performance troubleshooting.
  • Interface with product managers and stakeholders to determine whether enterprise requirements, including security, privacy, Section 508, and Enterprise Architecture (EA), apply to assigned projects.
  • Apply DevOps practices and principles to improve delivery, automation, collaboration, and operational effectiveness.
  • May serve as a Certified Contracting Officer's Representative (COR) or Program Manager for a contract, including developing Statements of Work (SOWs), reviewing contract requirements, and applying applicable laws, policies, procedures, the Federal Acquisition Regulation (FAR), and other directives.

Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. You must possess a minimum of one (1) year of experience equivalent to at least the GS-13 level. Specialized experience for this position is defined as: leading intake requirements collection and analysis, requirements planning, procurement, design, modification, integration, testing and deployment of Healthcare IT systems in customer-facing services environment; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
