You will serve as a Combat Systems Division Branch Head (Code 2512) in the Combat Systems Engineering Branch
of NAVUNSEAWARCENDIV NEWPORT RI.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.

Duties

Help
  • You will evaluate and assess US and foreign submarine combat systems and strike systems.
  • You will plan, organize, assign, and direct new and on-going work.
  • You will establish the overall goals and determine the direction of the branch; provide day-to-day direction to branch personnel in execution of sponsor tasks and in business and administrative duties.
  • You will determine appropriate balance of government and contractor assignment to tasks to ensure overall workforce health and efficient execution of sponsor tasks.
  • You will participate in the development of overall planning for the USW Combat Systems department product line.
  • You will manage staff assignments, discipline, training, and development and promotion of employees; provide mentoring and career guidance to branch employees and others outside the branch.
  • You will manage incentive pay and performance evaluations in accordance with NUWC policy.
  • You will address security safety, environmental, and other organization data calls and actions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the ND-05: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector.as a professional engineer or scientist leading the execution or direction of projects, systems development efforts, research, or technology initiatives for Undersea Warfare Systems.

For the ND-04
: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist supporting the execution or direction of projects, applying a wide range of theories, concepts, systems development efforts, research, or technology initiatives related to Undersea Warfare Systems design, development, and integration.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

08XX Series: Successful completion of a degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

1520 Series: A degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics
OR
A combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

1550 Series: A bachelor's degree in computer science
OR
A bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
