***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

Works under the supervision of the Fuel Distribution System Worker (MVO) Supervisor, who provides general oral and written instructions and overall priorities and policies. Work is reviewed for compliance with regulations and effective, economical and safe accomplishment of operations to meet goals and objectives. Incumbent is expected to accomplish duties using own initiative with minimal technical assistance. On a regular and reoccurring basis will be designated "operator in charge" when supervisor is not present.

Refuels rotary and fixed-wing aircraft using hot and cold refueling methods. Performs aircraft defueling operations as requested.

Transfers fuel from bulk tanks to aircraft refuel vehicles and other customers by operating pumps and accessory equipment. Sets pipeline hoses, tank valves and manifold switches to regulate flow.

Provides transient alert assistance and marshalling services. Directs aircraft to designated parking areas and refuel/defuel points using proper hand, arm, and wand signals.

Performs administrative tasks in support of the Fuel Distribution System Worker (MVO) Supervisor including preparing reports, correspondence, logs, and other documents. Submits appropriate documents through the Fuel Automated System (FAS) to the financial management office in order to initiate proper reimbursement action.

  • Mission Essential: (not emergency essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours.
  • Drug Screening: AR 95-2 para 5-4.c.(2)(b); AR 600-85 para 4-8.h.(6) and Ch. 5; AR 40-8; 49 CFR Part 382, Subpart C (applies to fuel operators); TC 3-04.15 para 1-49 and 5-42 thru 5-47.
  • Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work in order to support published operational hours
  • position requires a valid state Driver's License in one of the 50 U.S. states or territories to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
  • position requires a Commercial Driver's license with a HAZMAT (Hazardous materials) endorsement within the first 6 months of appointment.
  • Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

SPECIALIZED EXPERIENCE:

Experience or training providing knowledge of the equipment (e.g., tanks, manifolds, valves, filter/separators, pumps, etc.) and procedures for constructing bladder tank farms sufficient to provide technical guidance to and inspect the work of others. Knowledge of fuels, fuel distribution, regulations, and procedures, and the operation of fuel distribution systems sufficient to perform a variety of functions associated with the operation of a system, including general maintenance. Ability to apply knowledge of more complex steps and processes to convert fuel measurements from volume received at tank temperature to the equivalent volume at the standard temperature set by the American Petroleum Institute.
