This position is located within the Department of the Interior, Office of the Secretary (OS), Office of International Affairs (INT), Washington D.C.

At the full performance level (None) the major duties of this position include, but are not limited to the following:

  1. Provides strategic leadership for international programs, developing multi-year strategies, annual operating plans, and Departmental positions on international issues.
  2. Ensures compliance with laws, regulations, ethics, travel, procurement, information security, and internal controls governing international activities; conducts periodic reviews to mitigate risk.
  3. Supervises a multidisciplinary staff, setting priorities, evaluating performance, and managing recruitment, staffing, and workforce planning to support domestic and overseas operational needs.
  4. Formulates and manages multi-year budgets and annual funding requests; oversees financial execution, prepares justifications and briefings, and leads risk management and resource stewardship.
  5. Develops, negotiates, and manages international agreements-such as MOUs, IAAs, and cooperative agreements-ensuring alignment with mission objectives and compliance requirements.
  6. Represents the Department in interagency forums, working groups, and policy discussions; provides expert advice to senior leadership on international and interagency priorities.
  7. Plans and leads Department participation in international engagements, preparing briefing materials and ensuring alignment with foreign policy, mission objectives, and diplomatic protocols.
  8. Oversees foreign technical assistance and international operations functions, ensuring accountability, fiscal compliance, and alignment with Departmental and U.S. government priorities.

Salary Information
GS-15; $169,279 - $197,200 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:

Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Leading or coordinating complex international initiatives; developing strategies, policies, or operational plans; ensuring compliance with laws and regulations governing international activities; and representing an organization in interagency, diplomatic, or multilateral settings.
  2. Evaluating emerging international issues; conducting research and policy analysis; developing recommendations or decision memos for senior officials; establishing internal controls; and ensuring adherence to ethics, travel, procurement, information security, or data-sharing requirements.
  3. Formulating and executing multi-year budgets; monitoring obligations and fiscal compliance; managing international agreements (MOUs, IAAs, cooperative agreements) across their lifecycle; conducting risk assessments; and coordinating with U.S. government agencies and international partners to implement aligned programs and policies.
