Help

  • Responsible for the development and implementation of outreach programs and activities across the West Palm Beach VA Healthcare System catchment area.
  • Work closely with and fosters meaningful working relationships with media outlets, legislative offices, veteran service organizations (VSO), health care affiliates and other government, non-government, non-profit and for-profit organizations.
  • Serve as an agency representative responding in writing and orally to questions about or criticisms of the agency's activities or policies and explaining.
  • the VA point of view.
  • Plan, coordinate, and attend community stakeholder meetings as an agency representative on behalf of or in conjunction with healthcare system leadership. Leverages partnerships to meet VA and healthcare system goals and strategic objectives.
  • Increase external awareness of VA programs, services, special events and projects, technologies, personnel, to ensure Veterans of all eras and demographics are aware of VA services they may be eligible for and enable them to receive those services.
  • Focus efforts on increasing the number of Veterans who receive care throughout the West Palm Beach VA Healthcare System.
  • Ensure outreach initiatives are appropriate for expanding the patient base of the West Palm Beach VA Healthcare System.
  • Plan and execute special events related to community outreach. This includes, but is not limited to identifying, creating, promoting and/or supporting community events, speaking opportunities, and Veteran stand downs and such as well as coordinating for staff support/participation.
  • Independently plans events, coordinating logistics communication materials, volunteers, and financial resources as required.
  • Collaborate closely with a variety of clinical and non-clinical service lines and program staff to maximize the impact, efficiency and effectiveness of outreach activities, requests or requirements while capitalizing on synergistic opportunities.
  • Provide appropriate educational and outreach materials to targeted outreach groups and to all stakeholders.
  • Brief Executive Leadership weekly on Community Relations and Outreach initiatives, events, stakeholder feedback, etc
  • Capture community involvement by photographing event participation, ensuring appropriate releases, and sharing outcomes of community events on West Palm Beach VA Healthcare System digital platforms.
  • Prepare monthly reports indicating number of new enrollees and eligibility categories, number of outreach events attended, event and marketing costs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-12 position you must have served 52 weeks at the GS-11.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Provide presentation of the Medical Center in interaction with members of the media, general public, veterans, community groups, and local, state, and federal officials that most effectively achieve the goals of VHA, VISN 8, and VAMC. Supports Public Affairs at speaking engagements and medical center representation at community events and by participating communication activities that generate media interest. Actively participate in public affairs efforts working closely with the Public Affairs Officer. Work closely with and fosters meaningful working relationships with media outlets, legislative offices, veteran service organizations (VSO), health care affiliates and other government, non-government, non-profit and for-profit organizations. Develop, coordinate, and oversee case management approach to new patient recruitment and enrollment that emphasizes Veteran knowledge of VHA benefits and processes, assisting Veterans through the process. Manage and directs all outreach, advertising, and promotional materials and initiatives and procurement for the West Palm Beach VA Healthcare System.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The incumbent must be able to physically attend events in the community in indoor and outdoor venues and be able to stand/sit for up to 6 hours at a time. Assignments regularly involve working in an office environment that includes working at a desk with a computer, attending meetings, periods of walking, standing, bending, and stooping, executing logistical needs to support events or to accompany/escort visitors, media crews, or other special groups. Incumbent is also required to regularly pick up loads of 35 pounds such as boxes of literature, tents, tables, chairs and to push carts of supplies on a daily basis. Incumbent will operate a government vehicle on a daily basis.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
