Duties

Help

  • Studies the Command's mission sets and provides comprehensive engineering expertise to develop the engineering portions of the Command's campaign, contingency, posture, and crisis plans and provides input to Command assessments.
  • Provides engineering expertise on facility and infrastructure programming and investment strategies to support Command missions, objectives, and priorities.
  • Serves on internal and external teams; provides recommendations for engineering and critical infrastructure policies, instructions, standards, and specifications.
  • Represents the Command's engineering equities and priorities at conferences, symposiums, boards, working groups, and meetings involving the public and private sector.

  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and/or holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during (CONT)
  • Command exercises, special events, and emergencies may be required. Will serve in a duty position in the Joint Logistics Operation Center (JLOC) during contingencies a/o exercises. Overtime may be required.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, (CON'T)
  • USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a)refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • May be recalled to duty.
  • A Professional Engineering degree or Registered Architect Credential at the bachelor’s level from an ABET accredited institution is required. An advanced degree, such as a Masters or a PhD is preferred.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • This is a pre-employment physical position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions.

BASIC REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
COMBINATION OF EDUCATION AND EXPERIENCE: College-level
education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE
: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include advanced knowledge of a wide range of multidisciplinary engineering concepts, principles, practices, standards, methods, and techniques that apply to facility and infrastructure project planning, programming, evaluation, and coordination; comprehensive knowledge of the DoD's planning, programming, and budgeting processes; financial systems; and regulatory and statutory restrictions on the expenditure of appropriated funds as related to strategic planning and program management activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Advanced knowledge of a wide range of multidisciplinary engineering concepts, principles, practices, standards, methods, and techniques that apply to facility and infrastructure project planning, programming, evaluation, and coordination.
2.Comprehensive knowledge of the DoD's planning, programming, and budgeting processes; financial systems; and regulatory and statutory restrictions on the expenditure of appropriated funds as related to strategic planning and program management activities.
3.Skill in conducting strategic, contingency, operational, crisis, and installation planning through the lens of supporting space operations. Skill in gathering, assembling, and analyzing facts and data; forming conclusions; presenting information; and communicating findings and recommendations effectively, both orally and in writing.
4.Ability to organize work; set priorities; formulate goals and strategies for accomplishing objectives; build coalitions to achieve common goals; monitor progress; and assess outcomes.
5.Exceptional ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment.
6.Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
