MAJOR DUTIES: This is NOT an all-inclusive list.

  • Directs financial management policy in support of the ARNG installation.
  • Maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state.
  • Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs; that affect ARNG plans, policies, and missions.
  • Ensures the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture.
  • Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources.
  • Serves as a financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council(PBAC).
  • Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis.
  • Advises, supports and facilitates management decisions concerning financial considerations, such as the availability and appropriate use of federal funds. Based upon reports and data derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendations to the USPFO, primary staff, Chief of Staff and the AG.
  • Assures the AG's priorities are integrated in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implementation of the financial plan.
  • Provides significant and critical input to the development of NGB policy.
  • Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies.
  • Implements appropriate courses of action as best suited for the state. Serves as an advisor to the AG on projects involving local, state and other Federal agencies.
  • Provides management oversight and guidance to budget formulation and execution for the state ARNG budget, as follows:
  • Provides oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
  • Reviews annual appropriation and authorization legislation to determine congressional intent.
  • Reviews and interprets higher headquarters' orders, guidelines and directives, and policies and precedents to assess impact on state programs.
  • Prepares budget requests consistent with guidance issued by NGB.
  • Advises Program Managers (PMs) on the appropriate use of discretionary funds consistent with fiscal law.
  • Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller.
  • Develops, coordinates and distributes Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation System.
  • Produces monthly reports and summary reports on annual funding programs and allotment for these accounts to PMs, senior management, the Chief of Staff, the Adjutant General (AG) and NGB.
  • Responsible for the budgetary planning and programming timetables for new and modified programs, deployments, and mobilizations for the state ARNG.
  • Develops processes and guidance in unique situations without specific guidance.
  • Performs other related duties as assigned.

  • Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25.

  • Must be able to obtain and maintain the SECRET security clearance of the position..
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024.
  • This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

BASIC QUALIFICATION REQUIREMENTS::

  • To qualify an applicant for any GS-0505 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following qualification factors are applicable to the expert positions:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to plan, direct, and coordinate difficult and complex programs;
  • Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
  • Ability to select, develop, and supervise a subordinate staff;
  • Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
  • Ability to make oral and written presentations in a clear and concise manner;
  • Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
  • A broad knowledge of agency operating programs;
  • A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in training, mentoring, and problem solving; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.
ORGANIZATIONAL REQUIREMENTS:
* Must have SECRET security Clearance.
* FM Level 2 must be complete within 2 years.
* Must be able to obtain GFEBS access.

SPECIALIZED EXPERIENCE:
Have 1 year as a GS-0505-11 * Must submit SF 50 to validate claim*
OR
Have at least a minimum of two years of singular or combined experiences in the DoD or National Guard financial program disciplines:
  • Have experiences in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.
  • Have working knowledge of the duties associated with the USP&FO and the certification requirements for installation funds.
  • Experiences included working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues.
  • Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutants General's Department and accomplishment of federal military and state support missions.
  • Experiences involved the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, or oversight authority and management of non-appropriated funds.
  • Directing financial management policies in support of the National Guard military organizations and units.
  • Have a working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds.
  • Experiences determining financial and budget impacts; and, implementing courses-of-action in regard to addressing DoD, Department of the Army, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected National Guard plans, policies, and missions. Skilled in presenting accounting information, Series reporting methods, and/or analytic financial posture interpretations.
  • Experiences included work that established and directed financial policies that ensured compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and national and local policies.
  • Experiences resulted in the optimum use and control of financial resources.
  • Experienced as a financial advisor and technical expert to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council.
  • Skilled in providing financial advisory services, such as the availability and appropriate use of Federal funds, through briefings, conferences, and committee meetings.
  • Competent in analyzing reports and data derived from financial systems, and, capable of identifying strengths and deficiencies.
  • Competent in the interpretation of legal propriety when processing financial program payments.
  • Experiences included the NG disbursement activities and maintaining a base-line knowledge of the pecuniary liability for these disbursements.
  • Experienced in developing, coordinating, and organizing an integrated system of financial services, that included budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting.
  • Have competencies in writing, presenting, and training financial management system controls, policies, and procedures.
  • Experienced in accounting for and accurately managing federal funds in compliance with statutory requirements, regulations, directives, procedures, and national or local policies.
  • Competent in recognizing potential problem areas through detailed risk analysis and vulnerability assessments that resulted in revised or new management control studies and operational reviews.
  • Experiences in leadership roles are essential and may have involved leading, planning, or scheduling program work in a manner that promoted smooth flow and even distribution of work requirements.
  • Leadership experiences included training and mentoring employees on finance programs and specific skill tasks.
  • Must have working knowledge of equal employment and affirmative action programs.
SUPERVISORY EXPERIENCE REQUIREMENT:
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education


As a condition of continued employment in the GS-0505-12 positions and dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
