The Marketing Specialist (MarTech Manager) serves as the strategic lead for the Air Force Services (AFS) Non Appropriated Fund (NAF) marketing technology ecosystem, including the enterprise CMS, eCommerce, analytics, and related digital platforms. Provides governance, product ownership, and enterprise coordination to ensure digital platforms directly support revenue-generating business units and enterprise marketing objectives. Operates under the administrative and policy oversight of the Marketing Operations Branch Chief, who retains responsibility for enterprise compliance and inherently governmental functions. Execute responsibilities in collaboration with Strategic Marketing team members, cross-functional AFSVC partners, and contracted vendors to ensure alignment across digital, technical, and operational stakeholders. Performs platform-level system administration for the enterprise CMS and related MarTech platforms, including user provisioning, role and permission assignment, workflow configuration, template and module setup, and management of platform settings that support business operations. Conducts quality assurance testing, validates vendor releases, troubleshoots functional issues, and coordinates resolution with contracted developers. Implements and maintains digital analytics and tracking configurations to support measurement of customer behavior, digital conversion, and business unit performance. Configures tagging, dashboards, and reporting tools; validates data accuracy; and provides insights to inform platform enhancements and marketing decision-making. Owns and manages the security and compliance documentation required for NAF-funded digital platforms, ensuring all system information, technical artifacts, and supporting materials are developed, compiled, and submitted in coordination with technical and cybersecurity stakeholders. Initiates required compliance actions, tracks progress, routes documentation through appropriate offices, resolves comments, and ensures packages move through the full review and approval lifecycle. Authorization decisions and cybersecurity authority remain with designated enterprise authorities. Develops, drafts, and compiles documentation required to support digital operations, including governance guidance, platform change packages, technical requirements, SOW inputs, and compliance-related materials. Staff documents through appropriate offices and ensure timely routing, review, and resolution of comments. Prepare decision briefs and recommendations for the Marketing Operations Branch Chief. Serves as the Product Owner for AFS MarTech platforms, defining the roadmap, requirements, and prioritization of enhancements that improve customer experience, increase digital conversion, and strengthen revenue performance across business units. Identifies capability needs and modernization opportunities based on analytics, user feedback, and mission requirements. Maintains product backlogs, user stories, acceptance criteria, and release plans. Develops and maintains digital governance, including publishing standards, access roles, workflow rules, content lifecycle requirements, and digital compliance practices. Provides guidance to installations and program offices on interpreting and applying governance standards. Ensure platform requirements remain aligned with enterprise technical and security frameworks in coordination with technical stakeholders. Leads development of Statements of Work (SOWs), technical requirements, and evaluation criteria for MarTech services, and coordinates with Procurement teams for contract execution, renewals, and modifications. Monitors vendor performance and ensures deliverables meet requirements and support revenue-producing operations. Designs the strategy and framework for the MarTech training program and partners with Marketing Training & Development Manager(s) and the Installation Support Liaison for delivery, onboarding, and field communications. Ensure installations can effectively use digital platforms to promote programs, drive participation, and support business unit performance. Communicates platform changes, updates, and requirements across the AF MilMark Network.

In order to qualify, you must meet the experience requirements described below. Qualifying Experience:
Must have a bachelor's degree in marketing, business, communications, information systems, or a related field, combined with progressively responsible experience in digital governance, marketing technology management, product ownership, or enterprise digital operations; OR an equivalent combination of education and extensive professional experience. Demonstrated experience managing enterprise digital platforms, defining requirements, and overseeing vendor performance. Experience utilizing CMS platforms, applying digital governance and UX principles, and navigating accessibility standards and digital compliance requirements. Experience developing policy, writing governance documentation, and interpreting cybersecurity and privacy requirements. Experience managing multiple enterprise-level initiatives requiring analytical, organizational, and communication proficiency. Experience coordinating with IT, cybersecurity, vendors, and cross-functional teams.

Desired Experience:
Experience advising field-level personnel and translating technical policy into practical direction is preferred.
