Help

In this role you will serve as a senior expert in the Office of Advanced Manufacturing (OAM) at NIST, as a Technical Program Analyst.

  1. Delivering analytical, programmatic, and strategic support to major office initiatives.
  2. Utilizing expertise in advanced manufacturing systems and emerging technologies to evaluate complex technical programs and inform decision-making.
  3. Applying specialized technical knowledge to assess program effectiveness across complex domains, ensuring recommendations are grounded in both scientific rigor and practical manufacturing considerations.
  4. Leading and coordinating enterprise-level program oversight activities, including planning, monitoring, and evaluation of initiatives aligned with national advanced manufacturing and innovation priorities.
  5. Applying advanced data analytics and artificial intelligence tools to large, diverse data sets to assess program performance, identify trends, and generate new insights that inform leadership decisions.
  6. Connecting technical, program, and stakeholder perspectives by translating complex analysis into clear recommendations, supporting interagency coordination, and helping OAM optimize its portfolio of programs and investments to enhance U.S. manufacturing competitiveness.

Qualifications

Basic Requirements:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

IN ADDITION TO THE BASIC REQUIREMENTS: Applicants must have at least 1 year (52 weeks) of specialized experience equivalent to the GS 12 level (ZP-III at NIST). Specialized experience for this position is defined as:

  1. Coordinating advanced manufacturing programs, analyzing program data and performance metrics which guides recommendations for leadership
  2. Experience supporting initiatives involving advanced manufacturing technologies.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

STRATEGY AND PLANNING DIVISION
Includes technology forecasting, metrics development and analysis, domestic and international benchmarking, required strategic reporting, Small Business Innovation Research (SBIR), research & analysis and new program/pilot development.

STRATEGIC PLANNING GROUP
Develops strategic plans for Manufacturing USA, NIST-sponsored institutes, special programs, and the Office of Advanced Manufacturing. Leads national strategic planning for advanced manufacturing taking guidance from entities such as the White House Office of Science and Technology Policy, the National Economic Council, and the Chief Manufacturing Officer. Ensures Administration and Congressional priorities are incorporated in plans and are supported by external and internal communications, technology forecasting, assessment metrics, congressional compliance reporting, research and analysis of domestic and global needs.

ANALYSIS AND BENCHMARKING GROUP
Provides manufacturing innovation analysis to position Manufacturing USA and the institutes as thought leaders in advanced manufacturing. Develops a strategy and approach to leverage cross-network data and NIST institute data, as well as data from leading government and industry sources to provide useful insights on trends, future projections, strengths and needs of the advanced manufacturing sector to the network as well as for use in select public communications.
