Duties

Help

As the state's Public Affairs Officer (PAO), the incumbent is responsible for all Army and Air National Guard public, community and media relations within the state and for providing supervision and direction to the staff of the Joint Force Headquarters - State (JFHQ-State), Public Affairs Office, as well as field and unit public affairs specialists and Mobile Public Affairs Detachments (MPADs) personnel covering the region.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is an Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: 01 to 05

Compatible Military Assignments: 35P (Air) AND 46A (Army) Fully Qualified

GENERAL EXPERIENCE: Experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems.

SPECIALIZED EXPERIENCE: Must have 12 months experience, education, or training equivalent to next lower grade level (GS-11). Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Must have a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services. Work involves administering, supervising, or performing work in establishing and maintaining mutual communication between National Guard, general public and various other pertinent audiences including internal or external, foreign or domestic. Advises management on policy formulation and the potential public reaction to proposed policy. Identifies and carries out the public communication requirements inherent in disseminating policy decisions. Identifies communication needs and develops informational materials to inform the public.

It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.

AREAS OF CONSIDERATION

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

Area 2 - AGRs, Temporary Military Technicians, traditional/M-Day Soldiers and Airmen currently serving in the NHNG.

Area 3 - Individual eligible for immediate military membership in the New Hampshire National Guard (Army or Air, depending on compatibility) as a military member in the Military grade/rank listed in this announcement.

Selected applicant may be required to serve a one or two year trial period and then convert to permanent status IAW applicable laws and OPM guidelines.
