Duties

Help

  • Serves as the advanced capabilities employment senior integration analyst for NORAD and USNORTHCOM.
  • Researches and provides comprehensive analyses and guidance on the Command's portfolio of capabilities, as well as select capabilities employment activities.
  • Researches and provides comprehensive OIE / information capabilities, operations and activities analyses and proposals for integration in and support to Command exercises and related activities.
  • Prepares analyses & derivative proposals on select capabilities / programs, in support of strategies, plans, concept of operations, etc., that convey feasible recommendations for globally integrated capabilities activities.

  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • Will routinely be required to work holidays, weekends and non-standard hours to support military operations.
  • Required to be on phone recall and 2-hour standby.

  • A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment. This position is subject to CI polygraph.
  • This is a KEY position. In the event of a crisis situation, the incumbent must continue to perform assigned duties. The position cannot be vacated. Incumbent must be removed from the military recall status if alternatives for filling the position during emergencies are not available.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of policies, regulations, and precedents applicable to joint Operations in the Information Environment (OlE) / information capabilities, operations and activities and analytical and evaluation methodologies for the assessment, development and improvement of complex strategies to address combatant command requirements. Mastery of systematic and empirical analysis through detailed data collection, use of rigorous qualitative methods and application of robust examination of results to provide program strategies, evaluation of analysis outcomes, impact analysis of current capability policy, and proposed organizational approaches for successful deployment and employment of capabilities. In-depth knowledge and understanding of how National Security Council-led interagency programs are administered in order to select and apply special program evaluation and measurement techniques intended to develop, advocate and execute capability activities relating to strategic capabilities employment; and comprehensive knowledge of command missions, objectives and operations that serve as a basis to develop supporting capability strategies. Knowledge level to act as capability employment authority on issues of interface and overlap between proposed and existing capability initiatives, new DoD-related capability projects currently under analysis and projects proposed for future development that can be leveraged to support organizational requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of joint OIE, information capabilities, operations, and activities, strategies, military operations, tactics, program management, resource analysis and information processes, systems, and force structure, as well as practical experience with OIE and at least one or more major occupational area such as, intelligence operations, intelligence research, operations research analysis, program management/analysis, or other military operations related to the Division's capability portfolio.
  • Knowledge of DoD OIE policy and doctrine, sufficient to negotiate and/or defend controversial inter-command or inter-service OIE support issues within DoD and interagency issues throughout Federal government (i.e., DOJ, FEMA, DHS, etc.) or other areas to analyze derived data, analytic structures and cost sharing, technical cooperation programs and service directives relating to national defense activities.
  • Skill to communicate effectively, both orally and in writing. Skill to analyze, research, strategize, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
  • Skill to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies.
  • Ability to execute projects and/or studies within established financial and/or time constraints.
  • Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations; Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources and users.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
