This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material at the Columbia VA. Is recognized as Material Management Sections subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Occupies a major position on the Facility Logistics Service staff and is critical to the operations of the medical center and supported catchment area.
The Supervisor plans, directs and manages the activities of the Material Management Section to include property management, equipment management, full warehouse receiving and distribution. Transportation, mail center operations, and other operation sections may also fall under his/her purview. Synchronizes the sections requirements with other services in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of the operations requirements. All duties and requirements of this position demand a great deal of concentrated effort and expert judgement. This position performs daily difficult and complex functions. Ensuring compliance in specific areas of external quality assurance and business review.
- Oversees the lifecycle management of non-expendable assets in the medical center and catchment areas.
- Conducts advanced planning for new and replacement NX assets.
- Interacts with service lines, biomedical engineers, and other stakeholders.
- Participates in VISN strategic planning to support construction projects and reuse of space.
- Conducts data information analysis for acquisition planning associated with materials and equipment.
- Conducts procurement review of vendors.
- Reports to Fiscal Service listings of delinquent payments and receipts of equipment purchase orders.
- Coordinates final disposition of NX assets.
- Disposes of surplus property in accordance with specific agency directives and procedures.
- Oversees the management and control of non-expendable equipment for the VA.
- Implements best practices, principles, tools and concepts to evaluate and improve supply system performance.
- Develops strategies for implementing all future NX automated replacement systems, supply technologies and business practices related to Material Management Section functions.
- Trains and assists delegated staff on equipment acquisition, disposal, scanning and tracking of equipment for Equipment Inventory Listing (EIL) Custodial Official inventories, providing oversight and project management.
- Schedules and conducts physical inventories of all NX equipment.
- Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources.
- Supervises employees from separate but interrelated units comprised of the Property Management, Warehouse, Mail Center, and Transportation sections.
- Evaluates work performance of subordinates.
- Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
