Summary

The incumbent in this position serves as a Program Manager in the front office for the Principal Deputy Assistant Secretary (PDAS), Deputy Chief Information Officers (DCIO), and Deputy Assistant Secretary (DAS) for the Office of Information and Technology (OIT), Department of Veterans Affairs (VA). The incumbent ensures that policies and programs are properly coordinated with other VA components and other government agencies, and keeps the PDAS fully informed of program issues affecting the VA.

Major Duties:

  • Serves as senior technical expert, analyst, and advisor to the Executive Director on a wide range of issues related to the organization and managerial policies, practices and procedures
  • Lead development and revision of assigned enterprise-wide IT integration processes
  • Ensure documentation consistency with current legislation, regulations, policies, and standards and improving the overall effectiveness of the organization
  • Monitor integrated processes and performance, and assess and implement technical approaches and solutions to multi-system integration problem
  • Conduct research and development for enterprise wide integration standards ascertaining the underlying root causes for remediation and preemptive resolution
  • Optimize the use of existing quality business management methodologies and procedural best practices and investigate, analyze, and evaluate information technology solutions to enhance quality integrated programs and services
  • Lead technological adaptation, development, or refinement to fully implement integrated enterprise-wide business processes
  • Develop leading metrics to monitor the enterprise-wide integration and development efforts utilizing these metrics for program reviews
  • Define project goals and objectives and prepare project management plans for accomplishment of plan
  • Oversee major plans and program decisions that affect long-range courses of action of critical importance

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-06/07/2026.

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: managing and coordinating large-scale, complex programs across multiple program offices, workgroups, and organizational entities within a major federal agency. Synchronizing program priorities, resources, and deliverables across diverse functional areas within a federal agency. Ability to establish and maintain collaborative relationships with senior leadership, program office directors, and interagency stakeholders to ensure alignment with agency goals and delivery objectives. Experience leading cross-functional teams, facilitating governance bodies and executive-level committees, developing program policy and guidance, and driving enterprise-wide initiatives. Ability to manage competing priorities across a matrixed organizational environment, resolving conflicts, and communicating program status, risks, and recommendations to senior executives and key decision-makers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
