The VISN 1 Diagnostic Imaging Program Manager (DIPM) provides operational and management support to the VISN 1 Imaging Program Director in all areas related to diagnostic imaging. He/she is organizationally structured under the Imaging Service Line Director and reports directly to him/her. The VISN Diagnostic Imaging Program includes eight medical centers, each with varying complexities of imaging procedures and selected CBOCs with imaging capabilities. The incumbent ensures acceptable levels of system performance, maintains a system of quality control, and provides support in the operation and management of the digital image acquisition, processing, storage and display process.

Duties include, but are not limited to:

  • Serves as the VISN operational leader in planning, developing and coordinating the operational components of the diagnostic imaging services.
  • Identifies pertinent issues, collects relevant information from a variety of sources, and reviews information related to the Imaging system in question.
  • Serves as a liaison for the Imaging Service Line with Information Technology Service and Clinical Engineering to ensure interfacing/connectivity issues are addressed, and that appropriate maintenance and replacement of imaging modalities occur in a timely fashion.
  • Develops recommendations and proposals for consideration by the Service Line and VISN leaders that ensures maximum efficiency and effective delivery of imaging services to the veteran population we serve.
  • Coordination of operations with local site administrators to assure fully functionality is maintained
  • Analyzes problems, determines the correct course of action required to correct problems, and prepares detailed project plans for implementation when changes and/or upgrades are necessary to the PACS and integrated dictation systems.
  • Coordinates with medical center PACS administrators, clinical engineers, and IT support to ensure routine maintenance procedures and patient workflow processes are in place at all medical centers
  • Oversees all aspects of implementation of software and upgrades to PACS system
  • Identifies and determines training priorities and develops and improves training guidance

Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
  • Education: Completion of a full-time training course of at least 24 months in duration (or the 2 equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]
    • Credentialing Standards: Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
Loss of Credential: An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.
  • English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations GS-13:

Specialized Experience:
1 year of experience equivalent to the next lower grade level (GS-12) directly related to the position being filled that demonstrates the clinical competencies described at that level. GS-12 qualifying experience includes: assuming full administrative and professional responsibility for planning and directing the radiologic technology program at medical center or independent outpatient clinic that does not meet the level of complexity described at the GS-12 level for a chief radiologic technologist and has significant supervisory responsibility for staff.

In addition to meeting the qualifying experience, the candidate must also demonstrate the following GS-12 KSA's:
  • Ability to develop and initiate new imaging services that apply current research findings.
  • Ability to participate as an instructor in the facility's in-service clinical training findings.
  • Ability to interview and evaluate candidates for positions in the section and recommend appointments, advancements, or, when appropriate, disciplinary actions.
  • Ability to evaluate performance, identify continuing education and training needs, etc.
  • Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
  • Skill in participating in organizational facility initiatives, workgroups, and/or committees.
  • Ability to draft and/or recommend organizational policies and/or directives.
AND

The candidate must demonstrate the following technical KSAs:
  • Knowledge of VISN or national initiatives and/or intra-agency workgroups or committees.
  • Ability to develop and/or recommend national policies and/or directives.
  • Ability to perform VHA Central Office special projects and activities.
  • Skill in managing resources at a complex facility or organization, i.e., space, equipment, supplies, personnel a regional or national level.

Preferred Experience: At least 5 years administrative experience within a radiology department as a Chief technologist, administrative officer, PACs administrator or equivalent.
