The Supervisory Aviation Technical Systems Specialist serves as the Team Manager responsible for directing a subordinate staff of geographically dispersed senior technical specialists who are responsible for analyzing safety-related findings/data for developing mitigation strategies to improve runway safety by reducing the risk of runway incursions, excursions, and other surface incidents. This work usually includes a mixture of routine and complex projects/programs based on the objectives of the ATO and is a critical area of safety oversight. The work directly affects the safe and efficient operation of the National Airspace System (NAS).

Performs managerial duties, which typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

The Team Manager applies an advanced knowledge of budget, administrative and human resource policies and procedures to direct the staff in accomplishing objectives of the Directorates. Performs critical aspects of the budget planning process, including projecting short term and long-term future needs and justifying resource requirements.

Possesses advanced technical knowledge of NAS systems, technologies and operations and of runway safety systems to direct staff in analyzing and evaluating complex runway configurations to prevent collisions, incursions and accidents. Applies experience with Runway Safety Action Teams (RSAT) to address existing runway problems, identify potential safety issues, and to formulate a safety action plan to mitigate identified issues. Coordinates and leads the runway safety outreach, education, collaboration, and training efforts in the Service Area. Directs and oversees the development and implementation of local and Regional Runway Safety plans that support the National Runway Safety Plan (NSRP). Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

The Team Manager uses program/project management principles in organize programs and activities in accordance with the mission and goals of the organization. Developing new programs to support the strategic direction of the organization. Oversees finance, business and planning activities that support regional Runway Safety Action Teams (RSAT). Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organization. Manages budget and either reallocates resources among the RSAT Teams and/or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. 

Contacts are primarily within the Safety Service Unit, AJI and ATO including subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. The Team Manager has external contact with Regional Administrators, representatives from the pilot association, national labor organizations and aviation industry to interpret policies and procedures. Coordinates runway safety initiatives with internal stakeholders including Airports, Aviation Safety, Air Traffic Services, and NextGen. Contacts also include representatives from international, state, and local governments and airport authorities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully. To be creditable, specialized experience must be at least equivalent to the next lower level in the normal line of progression for the occupation within the organization.

SPECIALIZED EXPERIENCE is defined as:

  • Experience analyzing and evaluating systems designed to prevent runway collisions, incursions, and accidents.
  • Experience developing reports and policies on safety and risk management programs to recommend policy and procedural corrections.
