Summary

As a Program Analyst (Operations Manager), you will manage retail stores, resolve problems in retail store operations, maintain customer accounts and enhance vendor relationships. 

Location of position: GSA, Federal Acquisition Services, Office of Shared Services Delivery 

We are currently filling two (2) vacancies, but additional vacancies may be filled as needed.

One (1) vacancy will be filled in Norfolk, Virginia. The second vacancy location will be determined after selection.

Major Duties include:

  • Designs and undertakes comprehensive management studies, initiatives, or data-gathering and analysis efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e. the actual limits of the project are developed as the study proceeds.
  • Improves supply chain practices to ensure expectations are met in a timely and cost effective manner and to ensure compliance with acquisition laws and regulations.
  •  Implements new business models offering the ability to tailor supply chain solutions to specific customer requirements.
  • Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. 
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation

The GS-13 salary range starts at $106,437 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is defined as:

  • Providing guidance on issues related to Customer Supply Center operations, utilizing governing laws, regulations, methodologies and/or policies.

  • Using the Forth-Party Logistics business model to manage multiple service providers within the supply chain and/or establish new retail stores.

  • Preparing briefings for senior level management on recommendations for retail stores.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform studies impacting the agency operations.
  2. Skill in applying qualitative and/or quantitative methods to analyze the effectiveness and efficiency for the assessment and improvement of the programs.
  3. Knowledge of program goals and objectives to include marketing, merchandising, administration, information technology, and financial administration.
  4. Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations.
  5. Skill in oral and written communication to effectively conduct negotiations, conduct briefings, provide concise written guidance and findings, serve as a team leader representative, and conduct formal meetings in a professional manner.
