Duties

This position is located at an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. The primary purpose of this position is to serve as the Force Support Squadron (FSS) Director and to exercise first and second level supervisory and managerial authorities over the FSS, manage the activities of the FSS, Commander Support Staff (CSS) and oversee the planning, direction, and timely execution of high visibility and high impact FSS programs. This PD can only be utilized when the DSG Commander is the full-time technician. The Director of Force Support makes independent technical and executive decisions for the squadron in all areas of functional responsibility. This is an Air National Guard (ANG) Title 32 Technician position requiring military membership, compatible military skill assignment, and classification.

MAJOR DUTIES:
Directs, plans, organizes, and oversees all support services activities of the Force Support Squadron (FSS) to supported organizational units. Coordinates work of force support personnel outside of the organization through relationships with senior leaders and career field managers.
Serves as the primary advisor to senior leaders within and outside of the organization on all military personnel and force support matters within the Wing. Directs force support activities within the Wing to include Personnel, Commander's Support Staff, Base Contingency Operations, Food Services, Mortuary & Casualty Operations, Morale, Welfare and Recreation, Fitness, Family Readiness, Force Development, Personnel Readiness, Postal and Honor Guard. May direct Recruiting and Retention operations for the Wing. Manages multiple resource budgets with differing legal requirements and timelines for execution. Makes decisions on complex work problems presented by subordinate supervisors. Finds and implements ways to improve processes, eliminate bottlenecks, promote team building, and improve business practices. Exercises delegated authority to oversee the overall planning, direction, and timely execution of all military personnel and manpower activities within the Wing. Establishes long-range strategic vision, goals, and objectives for work performed by the organization and all subordinate employees.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides feedback on observed strengths and weaknesses. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action to higher authority in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.

Represents the FSS and the Wing formally and informally to outside agencies to justify, defend, or negotiate on force support matters for the Wing. Serves as the primary point-of-contact with National Guard Bureau (NGB) for all force support matters impacting the Wing. Provides field input to NGB on policy impact to mission effectiveness. Engages with outside agencies to educate, advocate, and negotiate all force support matters on behalf of the Wing. Frequent contact with high-ranking military or civilian managers, supervisors, and technical staff at NGB and Headquarters, US Air Force, through informal and formal methods of contact. Prepares briefings and data analysis for senior leadership and represents force support matters to Federal and State Congressional leadership and staffs as needed. Works closely with Army National Guard within the State and nationally on joint matters.

Coordinates and integrates all aspects of force support for the Wing. De-conflicts competing priorities and resources among subordinates. Solves complex force management and force support problems and advises senior leadership on solutions to force management and force support issues impacting their organizations. Identifies and recognizes how organizational changes in unrelated mission areas may potentially impact force support services for one or multiple supported organizations. Provides leadership in developing, implementing, evaluating, and improving processes and procedures across the full spectrum of force support services, and coordinates with NGB on best practices and expansion across the Air National Guard.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
  • Ability to establish effective profession working relationships with coworkers and customers, contribution to cooperative working environment and successful accomplish of the mission.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Work may potentially require the employee to be exposed to search and recovery operations in direct response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Upon accepting this position, the employee may be required to serve up to a two-year probationary period.

Qualifications

MILITARY GRADES: O-4 through O-5

GENERAL EXPERIENCE:
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.


SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for the Specialized Experience:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
