  • May be required to successfully complete a TWO (2) years trial period.
  • Participation in direct deposit is mandatory.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR state driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Continue employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Individual selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • In order to qualify for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Enlisted Classification Directory (AFECD) and/or Air Force Officer Classification Directory (AFOCD), as applicable.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Enlisted Technician (NG T32/NG T5) within Puerto Rico Air National Guard.
AREA 2 = All indefinite Enlisted Technician (NG T32/NG T5) within Puerto Rico Air National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a PROGRAM ANALYST (D2227000), GS-0343-10, you will is to serve as the subject matter expert in managing the unit PRIME Base Engineer Emergency Forces (BEEF) and Mobility programs which includes civil engineering (CE) unit activities. This position develops concepts, procedures, and systems necessary to implement the unit PRIME BEEF and Mobility Programs to include Air Expeditionary Force (AEF) deployment/CE management.

PHYSICAL DEMANDS:
The work is primarily sedentary, but occasionally requires long periods of standing and some physical effort or exertion.

WORK ENVIRONMENT:
The work is typically performed in an office environment that is adequately lighted and climate controlled. On some occasions, however, incumbent must work in unsheltered outdoor environments during inclement weather and darkness. The incumbent may be required to fly in military and /or commercial aircraft to perform temporary duty assignments.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. Requires a strong general knowledge of civil engineering and fire protection methods and procedures.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience, education, or training equivalent to at least the next lower grade level GS-09 or TWENTY-FOUR (24) months of specialized experience, education, or training equivalent performing or supervising duties such as planning, coordinating, training, and evaluating subordinate units and resolving substantive wing and squadron level Prime BEEF management issues; managing deployment/contingency planning for mission accomplishments: providing direction and advice regarding operating policies, procedures, and guidelines; analyzing the readiness capability of the unit through evaluation of training, equipment status, manning, and unit supervision; planning and management of the administrative budget and related financial documents; establishing and developing training programs, classes and schedules required training.

Education

SUBTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A 4-year course of study leading to a bachelor's degree in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience.

One full year of graduate level education or superior academic achievement in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for TWELVE (12) months of specialized experience.

NOTE:
Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
