Duties include but are not limited to:

  • Plans, organizes, and directs all ongoing development of all functions of the sections with the Business Office.
  • Oversee daily operations of the Section Chiefs.
  • Develop short and long term policies and plans for the organization by coordinating with the Business Office needs of the Medical Center.
  • Provides leadership in all Business Office applicable areas of patient administration such as the application process, entitlement issues, admission and discharges, hospital transfers, fee basis activities, transcription etc.
  • Designs strategies to manage and integrate functions to improve and maximize effectiveness.
  • Participates in the facility managerial planning to assure that an awareness of the Business Office issues and implementation are considered and influence management decisions.
  • Directs the utilization of the Business Office financial and staff resources.
  • Develops policies and procedures relative to the various sections of the Business Office.
  • Plans a system of internal controls that assures the Medical Center meets many of the standards set by the Joint Commission Accreditation of Health Care Organizations, especially in the area of patient records programs.
  • Directs efforts to reach collection goals, using all available resources, and develops programs to effectively manage patient accounts, identify potential billables, maximize collections, and ensure a sound database.
  • Designated as an approving official for the Government Purchase. Responsible for meeting standards for documentation, reconciliation, and approval of the purchase cards as set forth by VA Handbook 1730.1.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Business Manager. Specialized experience includes:
    • Skilled as an expert analyst who has mastered the application of a wide range of qualitative or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems
    • Knowledge of agency program goals and objectives.
    • Ability to have working relationships with programs and management within agency and outside agencies.
    • Ability to identify and propose solutions to problems and implement recommendations.
    • Skill to plan, organize, and direct a team.
    • Ability to apply the specialized principles and practices of health care management in directing or supporting a health care delivery system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires no special physical demands. It is sedentary, performed in a comfortable posture. It may involve some walking, standing, bending or carrying of light items.
