The Federal Acquisition Service (FAS), Chief, Sales Branch, Personal Property Management Service Center is responsible for managing the nationwide GSA Personal Property Sales Program.

You will perform the following duties:

  • Reviews and analyzes laws and regulations issued by other Government bodies as to their impact and applicability to sales of surplus property and develops and recommends appropriate program modifications.
  • Conducts market studies as required, including research of the marketing methods of commercial firms engaged in selling unusual or complex types of items.
  • Monitors regional workload indicators, sales volume, and categories of property available for sale to assess operational efficiency, identify backlogs, and recommend actions to improve program performance.
  • Provides technical, financial, and administrative assistance to regional offices regarding disposal procedures and policy involving the nationwide disposal program.
  • Evaluates sales results, analyzes operational data, and develops recommendations for program modifications to improve efficiency, effectiveness, and overall sales outcomes.

  • Serve a one year probationary period, if required.

Qualifications

The GS-12 salary range starts at $89,508 per year.  The salary will be determined based upon duty location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience with:

  • Conducting sales of personal property declared surplus to organization;
  • Assisting senior specialists in determining the marketability of properties, the target market, the type of sale, and/or the type of advertising AND
  • Analyzing statistical data for individual sales reports to summarize program reports to present to leadership.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Ability to interpret policies, and procedures relating to the sale of surplus personal property.
  2. Skill in conducting marketing studies for the sale of surplus personal property.
  3. Knowledge of property disposal operations and workload management principles sufficient to monitor operational performance, identify backlogs, and recommend corrective actions.
  4. Ability to provide technical guidance, interpret policies, and coordinate with internal stakeholders to resolve operational issues.
  5. Ability to analyze operational data, evaluate program performance, and develop recommendations to improve sales effectiveness and efficiency.
