1. Provides recruitment and placement services to complex and dynamic organizations with wide range of positions within the Air Base Group. Positions are frequently high-grade, emerging, and rapidly changing tech fields.

2. Performs full range of staffing advisory services to assigned organizations.

3. Provides support on a wide variety of resource management issues with extensive scope and impact throughout the organization.

4. Implements the HR Strategic goals and provides continuous feedback on attainment and metrics.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in planning, developing, recruitment, placement, affirmative employment services to complex organizations, implementing HR strategic goals and providing feedback on attainment and metrics, while performing a full range of staffing advisories.

. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
  2. Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
  3. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
  5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
  6. Ability to express ideas and concepts and communicate effectively orally and in writing.
May be required to work overtime on an unscheduled or emergency basis.
Must be able to obtain and maintain the appropriate security clearance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-3 equivalent to a GS-12 to GS-13.
