Duties

Help
  • Executes financial policies, processes, and procedures within the organization and is responsible for coordination, and execution of mission support programs that support organizational goals.
  • Analyze a wide variety of documents, reports, policies, operations and procedures within the assigned financial management area.
  • Prepare regular recurring transactions and reports related to the assigned area.
  • Review incoming, outgoing, and summary reports to ensure the accuracy, reliability and integrity of the financial report.
  • Review internal controls and prepare audit deliverables per the operating procedures.
  • Apply strong attention to detail, interpersonal skills, and writing aptitude to produce accurate work and communicate clearly with stakeholders.

Qualifications

Specialized Experience Requirement

For the GS-07 grade level: You must have one year of specialized experience equivalent to the GS-05 grade level in federal service or comparable experience not gained through federal service.

Specialized experience is defined as experience that demonstrates:

  • A basic knowledge of administrative practices and procedures.
  • The ability to support and apply organizational policies and guidelines.
  • Skill in written and oral communication to share information clearly and effectively.

Education at the GS-07 grade level: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Superior Academic Achievement (SAA): Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. SAA is based on:
  1. Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
  2. Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
  3. Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience as listed above.

For the GS-09 grade level: You must have one year of specialized experience equivalent to the GS-07 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:
  • Providing basic financial management guidance.
  • Supporting accounting or financial management staff in routine tasks.
  • Researching and interpreting financial policy, regulations, and procedures.
OR

Education at the GS-09 grade level: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience as listed above.

For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:
  • Knowledge of fundamental principles, theories, and methods in accounting, finance, or statistics to support the implementation of financial policies, procedures, and system processes.
  • Familiarity with standard financial management and analytical techniques to monitor and report on the financial status of assigned programs or tasks.
  • Ability to interpret and apply financial management policies, regulations, principles, and procedures to conduct basic studies, reviews, and evaluations of financial management activities.
OR

Education at the GS-11 grade level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If qualifying based on education, you must submit a copy of your college transcript with course number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours, and grade earned. If a relevant course is not clearly qualifying (e.g., special topic, seminar, research, thesis, obscure or misleading course title, etc.), please submit an official course syllabi and/or detailed course description from the university/college to ensure proper evaluation.

Your education must have been successfully obtained from an accredited school, college or university recognized by the U.S. Department of Education to be credited toward qualifications. Foreign Education: You must submit verification that education completed in a foreign institution, was recognized by an accreditation body accepted by the U.S. Department of Education. Your transcripts must be in English or include an English translation.

The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC), provides enterprise solutions for mission support activities including information technology, financial management, human resources, acquisition, property management, and related business and administrative processes to improve customer service at the mission area level.

The FPAC Mission area is USDA's focal point for the nation's farmers, ranchers, and forest landowners and is comprised of the Farm Service Agency (FSA), Natural Resource Conservation Service (NRCS), and Risk Management Agency (RMA). These agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending, and disaster programs.
