Duties

Help

  • Serves as AF/SE and HQ AFSEC Military Personnel Program Administrator and plans all aspects of special military personnel programs.
  • Analyzes plans, organizes, coordinates, directs, programs and controls programs, activities and operations specific to the military personnel assigned to AF/SE and HQ AFSEC and administers special personnel programs and their interrelationships with other programs.
  • Conducts qualitative and quantitative analyses of program provisions and operations; compiles statistical data; and maintains documentation relating to control of resources of AF/SE and HQ AFSEC.
  • Performs Duties as Human Resource Liaison: Employee is responsible for developing local administrative guidelines, regulations and instructions for the conduct of assigned programs.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes:(1) Working with principles, theories, techniques, and practices governing Air Force Safety Center (AFSEC) military personnel programs, including mission objectives and organizational structure: to execute enterprise-wide personnel program administration, (2) Applying in-depth knowledge of DoD, Air Force, Federal, and industry policies, laws, and regulations to manage complex and sensitive military personnel program functions and ensure compliance across AFSEC operations, (3) Utilizing quantitative and qualitative analytical methods to develop, monitor, and interpret statistical data measuring program efficiency and effectiveness, supporting strategic planning and continuous improvement of AFSEC-wide initiatives, (4) Employing qualitative and quantitative assessment techniques to evaluate administrative program productivity, effectiveness, and alignment with mission requirements across AF/SE and Headquarters Air Force Safety Center, (5) Applying thorough knowledge of governing regulations, instructions, and organizational procedures to conduct staffing requirements analyses, utilization studies, and workforce assessments supporting mission execution.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of federal statues, regulations, instructions and guidelines governing military and civilian personnel management and administration and special programs.

2. Knowledge of agency and directorate missions, functions, goals, objectives, planning, funding, work processes, and sources of funding: the sequence and timing of key operational events and milestones, and methods of evaluating effectiveness of planning actions as related to actual events.

3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or substantive nature to devise organizational structuring options for organizations.

4. Skill in conducting meetings to facilitate exchange of organizational information about missions, functions, and work procedures.

5. Ability to conceptualize, plan and organize work to meet established deadlines.

6. Ability to communicate effectively, both verbally and in writing. Ability to prepare written reports and presentations, as well as, present briefings to audiences of various sites and composition.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
