All Grade levels MAY NOT be available at all locations. The purpose of this position is to provide comprehensive care to patients within the Indian Health Service:

  • Provide basic nursing care to patients with a variety of conditions, illnesses, and/or injuries, under the direction of a registered nurse
  • Responsible for obtaining and recording patient information as assigned per unit policy
  • Responsible for accurate input into unit computer system
  • Assist in the arrangement of clinic appointments and discharge/transfer transportation
  • Assist in admitting and discharging patients
  • Assist patient in Activities of Daily Living (ADL) in accordance to the units' checklist
  • Perform general maintenance duties including cleaning, arranging, and restocking supply cabinets
  • Assists with collection and proper care of specimens

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

IHS Selectees that will work in an IHS health care facility may be subject to Employee Health Policies related to Measles and Rubella, and seasonal influenza immunizations. Vaccine exemption requests may be available according to the National and/or Service Unit guidance.

On-call hours or standby duty may be required. Position may be subject to rotating shifts: days, evenings, nights, weekends and holidays.

Background Investigation:
This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Applicants are strongly encouraged to prioritize this requirement and to maintain regular communication with their assigned Personnel Security Specialist throughout the process.

Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:

For the GS-03 level your resume must demonstrate at least one of the following requirements:
Experience: Must have at least 6 months of general nursing assistant experience performing simple personal nursing care duties and related support duties.
OR
Education: Completion of at least one-year of post-high school education obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite in practical nursing or in a field of study appropriate to the specialization of the position.
OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.
OR
Completion of an intensive, specialized course of study that required up to 40 hours per week and lasted at least 3 months. Such courses may have been obtained through a variety of programs such as those offered by business or technical schools, and through military training programs. To be creditable, the courses must have been designed specifically as career preparation for the work of this position.

For GS-04 level your resume must demonstrate at least one of the following requirements:
Experience: Must have at least 6 months of general experience and 6 months of specialized Nursing Assistant experience. Qualifying specialized experience includes nonprofessional nursing care work in a hospital, outpatient clinic, nursing home, or other medical, nursing, or patient care facility or in such work as that of a home health aid performing duties such as: Performing a variety of nonprofessional nursing care and diagnostic support duties in a hospital, outpatient clinic, nursing home or other medical, nursing, or patient care facility.
OR
Education: successfully completed a 2-year degree program in an accredited community college, junior college, or college or university in practical nursing or in a field of study appropriate to the specialization of the position, such as education in a program for a psychology, psychiatric, or operating room technician.
OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements by the respective cut-off day of rating to be eligible for consideration.

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position may be covered by a Bargaining Unit.

Not all locations may have a promotion potential to the GS-05 level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
