Serves as a primary advisor to Non-Appropriated Fund (NAF) activity managers, assisting in the development of acquisition strategies and requirement definitions such as Performance Work Statements. This includes conducting thorough market research to identify viable commercial sources and drafting complex solicitations (RFPs/IFBs) that incorporate all necessary statutory and regulatory clauses in accordance with DAFI 64-119. During the source selection process, establishes evaluation criteria and directs technical evaluation panels to ensure objective assessments of contractor proposals. Performs detailed cost and price analysis to confirm that prices are fair and reasonable. Conduct formal negotiations with industry representatives regarding technical terms and pricing, ultimately exercising official warrant authority to obligate NAF funds. Responsible for the ongoing administration of complex contracts, monitoring contractor performance to ensure adherence to delivery schedules and quality standards. This includes negotiating and executing contract modifications, such as scope changes or equitable adjustments. Provides technical guidance to NAF purchasing agents and activity managers acting as Contracting Officer Representatives (CORs). Issues cure notices and manage formal disputes or claims; executing contract terminations for convenience or default when necessary and overseeing the final closeout of contract files to ensure all administrative and financial requirements have been met.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
Must have knowledge of laws and regulations governing NAF financial accounting and reporting procedures. Expert knowledge of the concepts, theories, principles and practices of general and cost accounting; auditing; taxation, budgeting and analysis of financial statements; understanding of legal principles that govern financial transactions and relationships and of accounting files,
listings and document control systems as well as the relationship between accounts. Must possess a $100K NAF Contracting Officer appointment. Demonstrate professional experience in complex federal or NAF contracting environments. This includes a proven track record in formal negotiations, cost and price analysis, and the administration of various contract types for supplies, services, and minor construction projects. Professional mastery of NAF and commercial contracting principles is required, specifically a deep understanding of DAFI 64-119 and DoD 4105.67-M. Knowledge of procurement actions to include requests, bids, purchase orders, contracts and monitoring compliance.
CONDITIONS OF EMPLOYMENT Successful completion and favorable adjudication of applicable background investigation (Tier 1 Level) is required
