Duties

Help

  1. Conducts legal research and prepares written material for use in representing the Postal Service and advising postal management officials.
  2. Participates in conferences necessary to representing or advising Postal Service officials.
  3. Directly advises postal management officials and represents the Postal Service in legal matters involving outside parties.
  4. Prepares replies to inquiries from Congress, government agencies, and the public.
  5. Prepares opinions, memoranda, decisions, regulations, testimonies, or formal filings in proceedings in which the Postal Service is a party.

Qualifications

  1. Ability to prepare pretrial briefs, motions, pleadings, responses and other documents to present the issues independently with little or no direct supervision.
  2. Ability to provide legal advice and services with respect to regulations, practices, or other legal matters, and formulate opinions involving the analysis and interpretation of federal, state and local laws.
  3. Ability to litigate cases before administrative bodies and federal courts.
  4. Ability to communicate orally and in writing to include the ability to negotiate with third parties on behalf of clients and prepare legal documents and presentations.
  5. Ability to conduct legal research to gather and interpret information and ensure accuracy of details using resources such as internal and external documents, archives, electronic databases, and interviews.
  6. EDUCATION REQUIREMENT: To be eligible for the Attorney position, you must possess a Juris Doctorate from an American Bar Association accredited law school.
  7. SPECIAL CONDITION: Qualified applicants must be a current member in good standing of a state, territory of the United States, District of Columbia or Commonwealth of Puerto Rico Bar Association.
  8. EXPERIENCE REQUIREMENT: At least 3 years of experience in legal practice, of which one year of the experience requirement may be met through the completion of a judicial clerkship if completed by the time of hire. The clerkship must be documented in the applicant's resume.

The successful candidate is an experienced commercial or governmental real estate attorney. The candidate should have experience drafting and reviewing complex agreements and advising clients on sophisticated property transactions including leases, subleases, licenses, purchase and sale agreements, swaps, and property management agreements. The selected attorney will also represent the Postal Service in a first-chair capacity in lease disputes before the Postal Service Board of Contract Appeals and advise on the application of a variety of laws to federal property including state and local law, the National Historic Preservation Act, the Rehabilitation Act, and the Architectural Barriers Act, among others. The selected attorney will work closely with Postal management responsible for owned and leased facilities nationwide and will be expected to coordinate with government procurement, environmental, legal policy, and other attorneys as appropriate. Familiarity with IP, government contracts, and commercial litigation is a plus. Candidates should demonstrate an ability to work independently on multiple projects.

Alternatively, if the candidate does not have the required real estate experience, the successful candidate must demonstrate excellence in the practice of law through a combination of education, training, and experience and the following requirements. The candidate must have a minimum of three years of legal experience in a leading firm or a corporate, federal, or state agency general counsel's office. Experience as a federal judicial clerk is a plus. The candidate must be an exceptional communicator who is capable of complex negotiations, working with a variety of clients, and multi-tasking. The candidate must have the ability to be a dealmaker, a team player, and possess proven initiative and follow through.

Education

To be eligible for the Attorney position, you must possess a Juris Doctorate from an American Bar Association accredited law school.

The Procurement Law attorneys advise USPS purchasing personnel in the expenditure of billions of dollars annually for supplies and services, including automation and robotics technology, air and surface transportation, medical, financial, and consulting services, IT, software, telecommunications, and cybersecurity, and the Postal Service's fleet of over 200,000 vehicles. Intellectual Property attorneys handle copyrights, trademarks, patents, trade secrets, and rights of publicity, and protect the Postal Service's interests by drafting and negotiating licenses, prosecuting patents and trademarks before the United States Patent and Trademark Office, enforcing IP rights against infringers, and clearing IP for use in products and advertising. In addition, the Postal Service has a real estate portfolio of more than 31,000 leased and owned facilities to support postal operations, and the Facilities Law attorneys assist with a variety of real estate matters, including leasing, acquisitions, sales, swaps, property management, maintenance, planning, construction, environmental issues, historic preservation, and accessibility.
