Branch manager activities include but are not limited to: managing and directing maintenance related tasks and assignments on Academy training systems, monitoring/tracking/coordinating/assigning the installation of system modifications for both Air Traffic and Technical Operations training systems, manage and enforce Airway Transportation System Specialist (ATSS) OJT programs in their respective branches to ensure continuous technical growth, work with senior managers to decommission and excess legacy training systems, establish and maintain a professional network, work with Program Management Offices to facilitate the arrival and installation of new training systems, assume the role of project manager for new system installations or modifications/ensure all stakeholders are informed/minimize training impacts by clearly communicating project execution to all involved stakeholders, understand the budget from a divisional perspective/obtain and maintain access access to financial platforms necessary to purchase and approve financial transactions for the division, understand Human Relation policies and procedures specifically new hire on-boarding/promotions/job announcements/selection processes/corrective actions/applications of Douglas Factor to correct behavior/Labor Relations utilization/ reasonable accommodations process/retirements/grade increases, knowledge/understanding and the ability to manage the technical contract, know the roles and responsibilities of the Contracting Officer Representative, understand the appropriate way to interact with the contract companies On-site Manager, comprehensively manage employee performance/document and perform mid-term discussion/document and perform end-of-year performance discussion/celebrate good performance/correct poor performance/address issues in a timely manner/use the FAA's Performance Management System to document all aspects of employee performance.

Branch managers in AMA-900 must have the ability to lead a technical workforce. The incumbent could expect to lead employees that are in the following disciplines: engineering (both electrical and mechanical), management and program analysts, contracting officer representatives, training coordinators, safety professionals, and airway transportation system specialist. Incumbent could be responsible for the following systems depending on what branch they are assigned: AMA-910: RADAR (short and long range), Navigation, Instrument Landing Systems, Environmental or AMA-920: Automation (terminal and EnRoute), and Communication.

The Branch Manager plays a critical role in ensuring the long-term viability and functionality of FAA training systems. This position requires expertise in various disciplines to oversee the planning, development, coordination, deployment, implementation, maintenance, and replacement of FAA Academy training systems. The manager will interact with a wide range of internal and external customers and stakeholders across multiple FAA organizations. Reporting to the AMA-900 division manager, the branch manager is responsible for meeting assigned targets and objectives in a timely and accurate manner.

The branch manager applies advanced knowledge of technical systems, budget management, human resources policies, and divisional goals to direct work efforts effectively. This includes overseeing staff management, such as selecting, promoting, evaluating, training, and resolving grievances. Additionally, the manager ensures equity in performance standards and enforces policies related to Equal Employment Opportunity (EEO).

Key responsibilities include setting branch goals, managing fiscal and staffing resources, and addressing complex programmatic issues. The manager will prepare workload projections, coordinate equipment replacement, and lead project management efforts. The role requires substantial coordination and decision-making related to technical and administrative assignments.

Qualifications

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: experience with at least one Technical Operations related systems (Radar, Navigation, Instrument Landing Systems, Automation, or Communications); experience developing or leading a technical team; experience monitoring/tracking/coordinating/assigning the installation of both Air Traffic and Technical Operations training systems.
