Duties

Help
  • Cultivates and maintains strategic networks with senior-level Department officials and stakeholders within and outside of the Department and USG to improve Northstar's products and services.
  • Assists in managing Northstar branding and maintaining consistency across all communications touchpoints.
  • Working with the Unit Chief, collaborates with staff, regional Bureaus in DoS, and missions overseas to create, develop, and strengthen a comprehensive training strategy, develop performance metrics, and implement changes and improvements.
  • Supports the Unit Chief in overseeing Help Desk operations, serving as a subject matter expert for Tier 2/Tier 3 support inquiries from 200+ posts and domestic Bureaus.
  • Supports the Unit Chief in serving as a key liaison between Northstar users and the development team, ensuring user needs and feedback are integrated into product improvements and feature development.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience serving as a liaison between executive leadership, software development teams, and international user communities to support the implementation, enhancement, and operational effectiveness of mission-critical technology tools supporting national security objectives.
  • Experience leading strategic stakeholder engagement initiatives for government-wide technology adoption programs by analyzing user behavior patterns, identifying adoption challenges, and developing data-driven recommendations to improve user engagement and program effectiveness.
  • Experience designing and implementing knowledge management architectures for complex analytical platforms including developing automated workflows, establishing performance metrics frameworks, and improving operational efficiency through process optimization and information-sharing strategies.

There is no substitute of education for specialized experience for the GS-14 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment. 

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):
