This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a IT SPECIALIST (DATAMGT) at the GS-2210-13 some of your typical work assignments may include:

  • Serves as a data expert performing complex data analyst and engineering assignments requiring creativity, innovative techniques, and advanced approaches to solve unique data problems.
  • Conducts critical process analyses and in-depth assessments to ensure data processes conform to applicable policies and strategies; applies analytical skills to identify and recommend improvement processes and quality controls.
  • Uses multi-functional AI/ML suite of tools such as Databricks, QLIK, or Foundry to produce wireframes, use cases, project definition concepts, and metric selections to deliver minimum viable products tailored to customer requirements.
  • Establishes and maintains effective technical working relationships with internal and external stakeholders including Combatant Commands, Services, Field Operating Agencies, Direct Reporting Units, and other Department of Defense organizations.
  • Performs complex data studies and evaluations as team member or leader; conducts needs analyses, business process reengineering, feasibility studies, and trade-off analyses for IT solutions.
  • Researches and integrates big data initiatives within USTRANSCOM systems and programs; implements enterprise data and analytics environment to reduce complexity and introduce mainstream analytic capability.
  • Provides technical advice and guidance to multiple agencies on automated data processing technical policies and procedures; makes informed recommendations to influence enterprise implementation decisions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicles to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Performing complex data analysis and engineering assignments using advanced techniques, AI/ML tools, and platforms to develop data solutions tailored to customer requirements.
  • Conducting systems analysis, business process improvement, and feasibility studies to develop IT solutions for complex organizational requirements.
  • Managing data governance, integration, and analytics initiatives within enterprise data environments to improve data quality and decision-making capabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
