Help
  • Assign all projects to the Engineer staff according to work load and area of expertise.
  • Assure provision of engineering and analysis, including physical site investigation and documentation, of projects and building systems as requested by installation units.
  • Assure qualified review of projects designed by others for sound engineering determination, technical accuracy, completeness, and compliance with DPW standards and user requirements.
  • Supervises positions to include Construction Performance Evaluators, Utility Privatization Contract Evaluators and a Energy Management Specialist.
  • Coordinate the design development of projects that typically involve multiple engineering disciplines including civil, structural, mechanical, electrical, architectural, and environmental to produce a homogeneous, complete contract package.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess or be able to obtain and maintain a SECRET security clearance.
  • While the work is primarily performed while sitting, it frequently involves on-site visits where there is considerable walking and exposure to hot, extreme subarctic cold, wet and adverse weather conditions.
  • Incumbent may be required to perform occasional TDY travel away from home station.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement: This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. You must meet one of the following:

A. Successful completion of a 4-year degree in professional engineering from an accredited college or university. The degree must either be from a school with ABET accreditation; or must include both differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics; (a)static, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science of physics, such as optics, heat transfer, soil mechanics, or electronic.

B. Registration as a Professional Engineer from a state, Guam, Puerto Rico, or the District of Columbia.

C. Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.

D. Successful completion from an accredited college or university at least 60 semester hours in physical, mathematical, and engineering sciences. These must have included the courses specified in the paragraph A under basic requirements above; i.e., included both differential and integral calculus, plus courses in five of the seven areas of fundamental engineering sciences as listed under the basic requirements above, as (a) through (g). The total courses offered to meet this provision must be fully acceptable towards meeting the requirements of a professional engineering curriculum.

E. Successful completion from an accredited college of a full 4-year or longer related curriculum leading to a bachelor's or higher degree in engineering technology, or in an appropriate professional field, such as physics, chemistry, architecture, computer science (not computer programming), mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided you also have at least 1 year of professional engineering experience which was acquired under professional engineering supervision and guidance.

Experience required: Experience To qualify based on your experience, your resume must also describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as: Managing a wide range of Public Works functions such as, but not limited to; planning, design, execution of facility rehab and/or construction, master planning, energy and/or environmental programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

Education
