Duties

  • You will lead the processes to manage the financial, business, and technical relationships between Naval Surface Warfare Center Dahlgren Division (NSWCDD) and its customers.
  • You will establish processes that support NSWCDD, executing work for Naval Sea Systems Command (NAVSEA), NAVSEA Warfare Center Enterprise, and all other customers.
  • You will ensure all tasking at NSWCDD is definitized and documented with sponsors and entered into the Workload Acceptance and Assignment Process (WAAP) tool.
  • You will Provide mentorship and guidance to Customer Advocates (CAs) to ensure that cost, schedule, and performance discussions are occurring between sponsor and CAs.
  • You will lead the periodic review of NSWCDD Technical Capabilities (TCs) to focus on changes in definition and scope as well as reviewing and assessing other Warfare Centers TCs changes for overlap and deconfliction.
  • You will conduct workload forecasting, roadmap development and technical capabilities planning and participate in national strategic assessments, long-term master planning and other shaping activities as required.
  • You will provide recommendations for new work acceptance and identify trade-offs with existing work in accordance with the NSWCDD Strategic and Make/Buy Guidance.
  • You will provide leadership for work adjudication and customer satisfaction processes, maintain accurate list of all NSWCDD Customer Advocates and associated sponsors.
  • You will work with CAs to address dissatisfied customers, formulate responses and plans, and mentor CAs on how to improve relationships.
  • You will serve as the primary point of contact for receiving, analyzing, and coordinating responses to all internal and external data calls related to work acceptance, technical capability and others as required.
  • You will be responsible for tasking appropriate subject matter experts (SMEs), consolidating inputs, ensuring data accuracy and submitting final responses.
  • You will collaborate with Division Quality Management (Code 00Q) on quality commitments and Division Chief Engineer (CHENG) (00E) on the Project Review Technical Excellence Metrics (PTEM) tool.
  • You will assist the Business Director (BD) with Command workload planning and assessment; and Technical Capability Health Assessment (TCHA) process and products.
  • You will serve as Project Management Competency Lead, Warfare Center Project Management Community of Interest (COI) Representative, and Warfare Center Customer Advocate COI Representative.
  • You will routinely engage with Lead Customer Advocate counterparts across the Warfare Centers to understand and implement applicable best practices.
  • You will assist the Business Director and Comptroller with execution management of carryover and reimbursable authority.
  • You will develop and implement strategies to reduce prior year Carryover.
  • You will provide overall Leadership of the Naval Surface Technology and Innovation Consortium Other Transaction Agreement (NSTIC OTA) for NSWCDD.
  • You will serve as the technical point of contact for the Consortium Manager and address/implement corrective action as required throughout the entire annual cycle.
  • You will monitor and report OTA Program progress and metrics to senior leadership.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment polygraph examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating knowledge of the Division's technical portfolio and analytical and leadership experience evaluating strategic impacts and implementing effective business strategies.
