SUMMARY OF DUTIES: The purpose of this position is to supervise workers, either directly or through one or more subordinate leaders in accomplishing the work of the Propulsion Element and to perform associated non-supervisory work. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Aircraft Engine Mechanic, WG-8602-10.

  • Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work.
  • Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion.
  • Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems.
  • Performs the nonsupervisory work of the Propulsion Element.
  • Implements safety regulatory requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.
  • Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

PHYSICAL EFFORT: The incumbent is required to climb, stoop, stand, bend, stretch, and work in tiring and uncomfortable positions and requires moderate to strenuous physical exertion. Incumbent lifts equipment and components weighing from 20 to 50 pounds, and may be required to lift items weighing up to 100 pounds with assistance from other workers or weight handling equipment.

WORKING CONDITIONS: Works assignments are performed indoors and outdoors in inclement weather, on icy, wet, and slippery ramps, aircraft surfaces and work stands, and in temperature extremes. The incumbent is subject to the dangers from exposure to toxic fumes, high pressure air and fluids, fast actuating metal aircraft surfaces (landing gears, speed brakes, missile doors and flaps), engine noise, heat blast, intake suction, rotating propellers, explosive munitions, electrical voltage, cartridge actuating devices, liquid oxygen, fire or explosion of aircraft fuels, lubricants, paints and solvents.

Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

F-22 KEY REQUIREMENTS:
--Shift work and weekend duty
--Periodic Counterintelligence polygraph examinations

OTHER Requirements
(1) Must possess and maintain a SECRET security clearance based on National Agency Check with Local Agency and Credit Check.
(2) Must be able to meet and maintain Special Access eligibility requirements.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

CONDITIONS OF EMPLOYMENT:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
