Summary

As an Acquisition Quality Assurance Service Center Director, you will guide centralized contracting officials and other members of the acquisition workforce in solving procurement problems and developing acquisition strategies.

Location of position:  FAS, Office of Centralized Acquisition Services, Office of Operations, Quality Assurance Service Center. Duty location to be determined upon selection.

Major duties include, but are not limited to the following:

  • Serves as the principal procurement quality control advisor and consultant for the program office, ensuring acquisition management and staff remain apprised of and adhere to procurement policy and other guideline changes, including changes to the Federal Acquisition Regulation (FAR), GSA Acquisition Manual, and regulatory supplements as necessary. Stays current with new and emerging procurement issues, problems, and changes and prepares program office supplemental guidance. Researches and responds to new and updated federal, agency, and bureau guidelines (e.g., laws, regulations, policies).
  • Participates in the development and establishment of comprehensive program office acquisition and contract management quality control policies and other guidelines to facilitate ensuring compliance with federal statutes and regulations. Conducts studies, research, analyses, and evaluations of program office acquisition operations to identify issues related to practices, processes, and procedures that deviate from prescribed policies, directives, or other guidelines. Directs or recommends corrective actions for such deviations and monitors progress in their implementation. Initiates, develops, recommends, and/or implements changes to acquisition policies, processes, and procedures.
  • As the principal program office subject-matter expert on procurement quality controls, provides authoritative advice and guidance to a wide variety of management and staff officials. Extends existing contracting techniques and develops guidance for use by other contracting personnel in solving procurement problems involving a diverse range of program office issues, projects, and operations.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve effectiveness of acquisition program and management processes, projects, and systems. Reviews management acquisition goals and objectives, monitors the sequence and timing of key acquisition program events and milestones, and evaluates overall program office operations, progress, and contributions in terms of quality control for agency and federal centralized acquisition goals.
  • Provides technical and administrative supervision to a division through subordinate supervisors. Evaluates the workforce in relation to current and projected volumes and types of activities and makes recommendations to higher-echelon management regarding current and long-range program and resource requirements. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, the capabilities of employees to ensure timely completion of milestones and mitigate risks.

The GS-15 salary range starts at $150,359 per year.  

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience leading and directing acquisition operations and professionals through the complete procurement lifecycle, “driving strategy” and solving procurement issues. This experience must include 4 out of the 6 statements below:

  • Providing technical and administrative oversight of acquisition operations through subordinate supervisors.

  • Advising senior leadership on acquisition policies, procedures, regulatory compliance, operational risks, and organizational impacts.

  • Providing acquisition management assistance and guidance for the program office contracting operations.

  • Overseeing acquisition operations, quality assurance activities and internal controls to ensure effective and compliant contracting operations. 

  • Conducting studies, assessments, or evaluations of acquisition programs, processes, or organizational operations and implementing improvements. 

  • Leading cross-functional teams and acquisition personnel through contracting challenges, procurement actions or organizational initiatives.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of federal acquisition operations, terminology, planning, and associated administrative practices and procedures to conduct acquisition services contract quality oversight operations compliant with procurement, contracting, and related federal, agency, program office, and program guidelines; perform research and strategic development and develop new and maintain existing business relationships involving broad, complex, and/or highly sensitive customer needs, evolving technologies, or other unique elements.
  2. Knowledge of the common goods and services capabilities, uses, and requirements such as but not limited to: IT, professional services, and other service-based solutions (e.g., software, applications, programs, and/or services); human capital and training; and furniture products and services sufficient to conduct program office business operations as a definitive subject-matter expert providing leadership on contracts; conduct studies, analyses, and assessments of client acquisition requirements.
  3. Knowledge of procurement principles, technical and program requirements, and functional areas as well as contracting methods and contract types to review, analyze, assess, and verify compliance of short- and long-term preaward and/or postaward acquisition actions using a variety of contract types including contracts with multiple stakeholders and funding sources sufficient to apply new approaches, standards, and other acquisition developments to new or unique problems, extend existing contracting techniques, and develop procurement policies for use by other contracting personnel in solving procurement.
  4. Skill in applying acquisition financial and project management analytical, evaluative, and other associated administrative principles, practices, and techniques required sufficient to identify, analyze, and resolve complex program office acquisition services client needs/requirements, requests, and issues.
  5. Skill in directing and overseeing acquisition operations through subordinate supervisors, evaluating workforce and workload requirements, assigning work based on priorities and risk, and managing personnel and program operations sufficient to achieve organization goals, mitigate operational risks, and support current and long range mission requirements.
