Major Duties include but are not limited to:

  • Exercises judgement and decision making to provide oversight and direction in managing operational management of the service line.
  • Must be able to function with limited supervision in making decisions about administrative and operations issues, especially relating to involvement in patient care issues, such as crisis intervention, triage, and coordination of clinical resources.
  • Provides advice regarding composition of correspondence and furnishes information regarding Medical Center procedures, directives, and policies to services/programs that function under the supervision of MHICC as requested.
  • Reviews outgoing correspondence under the supervision of the Chief, MHICC for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations, as well as the viewpoint of the Chief, MHICC.
  • Administer the internal review, quality, and productivity initiatives for the organization. Establishes unique and complex quality and productivity programs.
  • Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the services' quality assurance activities.
  • Within Mental Health, develops the need for and maintains an awareness of available resources, and makes recommendations to the Chief of MHICC regarding needs, distribution or redistribution of these resources.
  • Plans a system of internal control which assures the fiscal management of the Medical Center will be maintained on a sound basis in accordance with generally accepted accounting practices.
  • Manages procurement and contracting for MHICC.
  • Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts and address concerns. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures management officials are familiar with the negotiated agreement.
  • Discusses, investigates and responds to Veteran grievances and dissatisfactions in order to resolve conflicts and address concerns.
  • Oversite of duties for the positions will involve coverage, training and oversight to ensure work is completed correctly and in a timely manner as well as assisting with conducting performance evaluations and making recommendation for performance awards.
  • Researches and/or analyzes routine problems, issues, and program requirements relative to the Medical Center's PCMM database, VSSC, SAIL, SPARQ, BOOT, and others as needed.
  • Completes special projects, as required, in support of policy development and/or technical/program activities of the organization.
  • Sets up and defines health care team, assign staff to positions within the team, assign patients to the team, and assign patients to practitioners.
Work Schedule: 8:00am - 4:30pm, Monday - Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes and administers equipment and space per policy for the unique and/or complex organization of Mental Health Integrated Community Care (MHICC), Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures and regulations. Observe worker's performance; demonstrate and conducts work performance critiques. Completes special projects, as required, in support of policy development and/or technical/program activities of the organization. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
    LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Masters.
