  • Directs all military and civilian manpower and personnel initiatives, advising senior leaders on human resources matters impacting the command's mission, resources, and strategic objectives.
  • Plans the overall work of the Directorate, establishing goals and priorities for subordinate organizations and allocating resources to meet budget and mission constraints.
  • Exercises the full range of supervisory authorities to include hiring, assigning work, managing performance, and addressing the developmental needs of subordinate employees and supervisors.
  • Develops and implements command-wide human resources policies and procedures, ensuring compliance with all applicable laws, regulations, and merit system principles.
  • Leads strategic workforce planning, including data analysis, recruitment forecasting, and developing strategies to recruit and retain an agile and highly qualified workforce.

  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience:
To qualify at the GG-15 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Leading a Human Resources (HR) organization, developing strategic workforce plans, advising senior leadership on HR policy, and directing staffing or employee development initiatives.

There is no substitution of education for the qualifying experience at the GG-15 grade level.

  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • This position is not open to reemployed annuitants. A reemployed annuitant is an individual who is receiving a retirement annuity under either the Civil Service Retirement System (CSRS) or the Federal Employees Retirement System (FERS) and is subsequently reemployed in the Federal service.
