***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

Works under the supervision of the Airfield Operations Officer, who provides general oral and written instructions and overall priorities and policies. Incumbent directs, controls, and assigns work and provides technical advice in accordance with organization and mission goals as well as applicable regulations. Work is reviewed for compliance with regulations and effective, economical and safe accomplishment of operations to meet goals and objectives. Incumbent is expected to accomplish duties using own initiative with minimal technical assistance.

Supervises subordinate workforce within the Airfield Services section. Plans weekly and monthly work schedules and sequence of operations for subordinates.

Refuels rotary and fixed-wing aircraft using hot and cold refueling methods. Performs aircraft defueling operations as requested.

Transfers fuel from bulk tanks to aircraft refuel vehicles and other customers by operating pumps and accessory equipment. Sets pipeline hoses, tank valves and manifold switches to regulate flow.

Provides transient alert assistance and marshalling services. Directs aircraft to designated parking areas and refuel/defuel points using proper hand, arm, and wand signals.

Performs administrative tasks in support of the Airfield Operations Officer and Airfield Manager including preparing reports, correspondence, logs, and other documents. Submits appropriate documents through the Fuel Automated System (FAS) to the financial management office in order to initiate proper reimbursement action.

  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • This position requires a valid state Driver's License in one of the 50 U.S. states or territories to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
  • This position requires a Commercial Driver's license with a HAZMAT (Hazardous materials) endorsement within the first 6 months of appointment.
  • Rotating Shifts: The incumbent performs work on standard and/or rotating shifts.
  • position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

SPECIALIZED EXPERIENCE:

Experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines.

WS (All Grade Levels) - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Your qualifications will be evaluated on the above general and specialized experience, to include following competencies- knowledge, skills, abilities (KSAs):
-Knowledge required to perform all assignments, and to operate mobile and complex refueling equipment.
-Knowledge and skill to operate and drive tractor trailer trucks, including operation of gear and brake systems.
-Knowledge of fuel properties, testing procedures, appropriate equipment, inspection requirements, and storage facilities required for fuel distribution systems.
-Knowledge of safety and emergency procedures.
-Skill to manipulate controls and equipment and interpret readings to regulate flow of liquid.
Ability to drive a 12 ton tank truck that exceeds 32000 pounds when full to and from aircraft refueling locations, using public roads and highways. Refuels aircraft, ensuring proper static grounds, hose connections, and safety procedures. Applies skill in maneuvering tank truck around parked aircraft. Knows Federal, State, and installation safety regulations regarding aircraft refueling operations.
