Help

  • Directs and oversees a team of Human Resources Specialists and support staff providing compensation, payroll, and leave administration services to federal agencies.
  • Provides expert technical guidance and consultation on Federal pay setting, leave administration, work schedules, payroll processing, and compensation policies.
  • Leads business planning, strategic initiatives, and reimbursable service delivery efforts to support customer agency HR operations and organizational goals.
  • Establishes and maintains relationships with customer agencies, vendors, and internal stakeholders to deliver effective HR shared services solutions.
  • Oversees budget, billing, pricing models, and resource allocation activities to ensure efficient operations and achievement of financial goals.
  • Collaborates with HRIT specialists and leadership to improve HR systems, streamline processes, and enhance service delivery capabilities.
  • Exercises full supervisory responsibilities, including workforce planning, performance management, employee development, and operational oversight.

Qualifications

For the GS 14: You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or equivalent, performing all of the following:

  1. Providing advisory services on Federal compensation, payroll, leave administration, or related HR programs; AND
  2. Interpreting and applying Federal HR laws, regulations, and policies related to pay, leave, and payroll operations; AND
  3. Leading or supervising staff delivering HR operational or compensation services; AND
  4. Managing customer relationships and resolving complex HR or payroll issues while supporting program operations, strategic planning, or process improvements.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
