THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1921000 and is part of the CO JFHQ G4, National Guard.

The purpose is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state.

Open to members of the Colorado Army National Guard and those eligible to transfer into the COARNG. This announcement is running concurrently with a Title 5 announcement CO-12973652-T5-26-132.

Duties

Help

Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo; and then coordinate's movements. Analyzes military transportation capabilities and provides compiled data to appropriate agencies. Develops programs of instruction for training Intermediate Command Unit Movement Officers (IC-UMO) in all areas of unit movement and execution. Serves as primary point of contact and state mission authority for Special Assigned Air Missions (SAAM). Coordinates with the DCS G-4 Plans & Policy Officer in the establishment of command transportation policy and other transportation requirements. Coordinates movement planning requirements and JFHQ inspections of unit mobilization plans. Serves as manager for the State Highway Network Database. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Organizes and oversees the operation of the State Movement Control Center (SMCC). Maintains and manages the unit movement data (UMD) for state ARNG units. Provides technical expertise on hazardous materials (HAZMAT) shipments to ensure compliance with federal, state and local regulations. Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Responsible for maintaining, inspecting, and verifying serviceability of Army containers. Responsible for the work of assigned personnel. Performs other duties as assigned.

  • Membership in the Colorado Army National Guard or eligible to transfer into the COARNG.
  • Must hold the grade of E-7 thru O-6 or W-1 thru W-5.
  • Submit all required documentation.
  • For positions requiring the operation for motor vehicle, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • Incumbent will complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
  • Must be a US citizen.

Qualifications

Military Grades: E-7 thru O-6 or W-1 thru W-5

Must have at least 12 months of Specialized Experience in each of the following:
1. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs.
2. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures.
3. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).

Preferred experience but not mandatory:
- DOT rules and regulations, TC-AIMS, Single Mobility Systems (SMS), Joint Container Management (JCM), operations
and mobilization planning.

Education

Education cannot be substituted for Specialized Experience for this position.

7. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment.
