***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***


The primary purpose of this position is to serve as the security specialist for force protection and antiterrorism (FP/AT) and related physical and operations security and issues, managing assigned program areas, and implementing force protection policy, projects and studies. Advises the commander on matters of antiterrorism, oversees implementation of Air Force (AF) and Major Command (MAJCOM) policy, exercises staff program management over all antiterrorism activities, and serves as liaison with the surrounding communities, and state officials.

Serves as the authority and expert on all matters involving antiterrorism and force protection requirements, policy, procedures, and program statues. Acts as the focal point to coordinate, de-conflict and integrate various force protection procedures, and activities within the organization.

Responsible for the overall implementation, oversight, and centralized control of the coordinated force protection and antiterrorism program for the organization. Involves all measures related to physical security and operational security for all organizational facilities, arms/ammunition storage activities, and personnel.

Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, and surveys of the organization in relationship to force protection and antiterrorism activates. Works with Civil Engineering (CE) to assess and sign off on all construction projects on the base to ascertain that FP/AT construction standards are met.

Represents the commander at meetings, conferences, workshops, panels, etc., at MAJCOM and other deferral agency levels as the technical authority. Serves as a member and acts as the chairperson for various boards and working groups to include the Force Protection Board and Threat Working Group.

SPECIALIZED EXPERIENCE:


Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Have knowledge in the established Department of Defense (DoD), AF, and ANG security programs. The applicant must have knowledge of AF security concepts, principles, and practices required to review, independently analyze, and resolve complex security issues that involve personnel from various functional program managers. The applicant must have knowledge of authority and Use of Force legal issues regarding conflicting local, state and federal security laws. Can use skills to control or eliminate issues; proven techniques may be adapted to eliminate or minimize high-risk situations.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Your qualifications will be evaluated on the above general and specialized experience, to include following competencies- knowledge, skills, abilities (KSAs):
-Extensive knowledge of a wide range of security specialties to include physical, personal, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area.
-Knowledge in the specialized field of force protection and antiterrorism, and physical and operations security.
-Knowledge of Executive orders, legislation, and DoD, USAF, and MAJCOM policy requirements, which are used to formulate a compressive, integrated wing force protection program which meets regulatory requirements and reduces command specific vulnerabilities, and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of resources and personnel.
-Comprehensive knowledge of information and security policy requirements and procedures to provide recommendation for making key decisions and policy development on short and long term security planning.
-Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively results for the effective management and completion of programs.
