Duties

Help

The primary purpose of this position is: as an Air Reserve Technician (ART) officer, to serve as the Executive Officer for the group senior ART. The primary purpose of the position is to administer and direct the group's executive support functions and to ensure that day-to-day operations comply with the policies of the senior ART and command. Additionally, provides training to reservists in the tasks of this position.

DUTY 1: Serves as the executive advisor on programs and initiatives within the group. Maintains cognizance of the effectiveness and status of group programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspection, staff assistance, and audit reports; and from visual observations and personal contacts with the wing/group staff and operating personnel. Has oversight of and may direct inspection/compliance activities.

DUTY 2: Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others. Data results of studies are used for both current and future work planning and operations, and in response to higher headquarters taskings.

DUTY 3: Represents the senior ART concerning group plans, special events, projects, etc., to communicate senior ART's policies and to explain the interests of the group in regard to local activities or projects. Participates in discussions, meetings and serves on panels or committees.

DUTY 4: Manages group resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives.

DUTY 5: Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 94 MISSION SUPPORT GP with the military rank of O-3/CAPTAIN, AFSC: 097E0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Administrative positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes having performing work with knowledge of the overall mission, functions, operations, principles and processes of executive support OR any directly related experience which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position; knowledge and skills in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support operations. (To be creditable, specialized perceived must meet the above quality level requirements.)

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group.
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources.
4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
5. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
6. Ability to plan and organize work, and communicate effectively both orally and in writing. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.

Other significant facts pertaining to this position are:
1. The incumbent must meet and maintain AFRC requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Deployment condition off employment
2. May be required to travel by military er commercial aircraft in the performance of TDY assignments.
3. May be required to work overtime, unusual or extended tour of duty.
4. Performs other related duties as assigned.
5. Must be able to obtain and maintain a Secret Clearance.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
