Help

As Vice President and Chief Performance & Innovation Officer, you will:

-Provide executive leadership, management oversight, and strategic direction for OPI.
-Design and maintain a robust corporate performance measurement framework integrating quantitative and qualitative metrics to assess efficiency, effectiveness, and impact across operational and strategic areas of DFC.
-Systematically monitor, analyze, and report on key performance indicators (KPIs), ensuring data integrity and alignment with DFC mission, risk management standards, and development impact goals.
-Translate performance findings into actionable improvement plans that drive continuous refinement of business processes, resource allocation, and service delivery.
-Overseas corporation-wide strategic planning initiatives consistent with the "Plan" phase of the ISO 9001 Plan-Do-Check-Act cycle.
-Lead DFC-wide strategic planning activities, including authorship and monitoring of the agency Strategic Plan and execution tracking.
-Lead enterprise program assessment and business process review (BPR) activities to ensure alignment with strategy and continuous improvement objectives, applying ISO 9001 and Lean Six Sigma principles as reflected in OPI's design.
-Lead DFC's data governance program by defining, developing, implementing, and maintaining strategy, policies, standards, and guidance to modernize data architecture and improve data management across the Corporation.
-Build the data foundation/policy environment and creates a "single source of truth" across the Corporation by managing and governing data, overseeing dashboard development and delivery of analytics products, and supporting senior leader decision-making.
-Lead an internal customer liaison function to diagnose operational pain points and coordinate practical solutions across mission and mission support stakeholders.
-Coordinate overseas operations support by ensuring operational readiness and policy compliance for internationally deployed and traveling staff, including staffing/resource planning, travel/visa/housing logistics, local contracting/procurement coordination, technology/facilities setup, budget/expense oversight, and contingency planning. Oversee and coordinate DFC's corporate relocation program for domestic and international moves.

You may qualify at the SL-00 level, if you fulfill the following qualification requirements:
SPECIALIZED EXPERIENCE:
Candidates must have at least one year of specialized experience related to this position. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience leading enterprise-wide process improvement, performance management, strategic planning, business process review, data governance, and complex operational support functions; developing and applying performance metrics and KPIs to inform executive decision-making; leading continuous improvement efforts using Lean Six Sigma, ISO 9001, or similar frameworks; establishing enterprise data standards and analytics solutions; and coordinating cross-functional operational support functions in a complex organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Referral Method:
The DFC adheres to the Rule of Many. Under Rule of Many, a numerical ranking process is used to evaluate applicants through validated assessments to produce a numeric score.
