This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a IT SPECIALIST (DATAMGT) at the NH-2210-4 some of your typical work assignments may include:

  • As the Joint Transportation Management System's (JTMS) Senior Data Architect, serve as the technical authority and overall data expert within the program and across the Joint Deployment and Distribution Enterprise for the highly complex, multi-billion-dollar JTMS acquisition program impacting over 100,000 users across the DoD.
  • Lead, define, and integrate efforts of the lower-level program architects and data integration specialists to execute the program's data strategy, define organizational policy, and ensure alignment with organizational and department-level policy.
  • Evaluate impacts of new data technologies on the JTMS technical architecture and policies and provide conclusions and recommendations that have a major impact on top-level management plans and decisions regarding requirements definition, planning and acquisition of major upgrades, and new system capabilities.
  • Lead JTMS data governance activities and collaborate with senior DoD authorities on departmental data governance efforts.
  • Lead evaluation of existing systems and capabilities, especially from an enterprise data perspective, and initiate feasibility studies and analyses to determine ways and means necessary to enhance data interoperability across the Joint Deployment Distribution Enterprise.
  • Present organizational JTMS program-level briefings to convey the program strategic data vision and policies to audiences of all levels, from action officers to General Officer/Senior Executive Service personnel.

  • Completion of Professional Military Education (PME) Senior Developmental Education (SDE) or Joint Professional Military Education (JPME) II is highly desirable
  • This is a cybersecurity position.
  • This is an acquisition position coded Practitioner in Engineering and Technical Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months
  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.

Qualifications

You may qualify at the NH 04 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service as listed below:

  • Define and implement organizational data strategy in alignment with business objectives.
  • Design and maintain the overall data architecture, including logical and physical data models, data warehouses, and integration frameworks.
  • Establish and enforce data governance policies, standards, and best practices.
  • Collaborate with organizational leaders, data personnel, and analysts to understand data requirements.
  • Evaluate and recommend data management tools, platforms, and technologies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Other Notes:
For current federal employees, if your current basic salary (without locality) is within the NH-IV band, but above the stated VOP maximum ($141, 817) for this position, your basic salary will not be reduced if you are selected for the position. VOP without locality is $106,382 - $141,817.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Engineering and Technical Management, Level 2. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
