Duties

Help

This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this position is to perform work in two HR Specialties with no less than 25% each. Up to four specialties may be assigned for a total of 100%. This position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.

COMPENSATION
Implements regulations and programs such as recruitment and relocation incentives, retention allowances, and/or hiring freezes/authorizations. Interprets reviews and applies state pay setting actions such as highest previous rate rule and recruiting and retention incentives

EMPLOYEE BENEFITS
Advises and counsels management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options. Researches and interprets appropriate regulations to provide advice to employees concerning reinstatement of insurance, conversion of life insurance and features of the programs and options associated with retirement. Assist employees in the preparation of retirement applications and related documents and forwards to the Army Benefits Center Civilian (ABC-C). Determines type of separation and completion of eOPF maintenance for documents. Maintains a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees. to them.

HUMAN RESOURCES DEVELOPMENT
Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short- and long-range training objectives.

INFORMATION SYSTEMS (HRIS)
Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Directs and monitors operation and maintenance of the local personnel system. Analyzes quality control queries, Personnel/Payroll data reconciliations, and rejected data entries from reports.

Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRSIS. Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed. Reviews data flow actions to ensure that interfacing systems are updated initiating the re-flow process when necessary. Ensures HRO staff is informed and trained on system changes, including patches, messages, and system advisory notices. Identifies system operational problems and works with local Information Technology (I.T.) and NGB to coordinate activity for timely resolution.

PERFORMANCE MANAGEMENT
Provides technical advice on performance management systems, the incentive awards and suggestion programs. Develops new or modified local procedures to improve the various programs effectiveness for managers and supervisor in support of the state goals. Reviews performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is subject to provisions of the DoD Priority Placement Program and Veterans Preference.
  • Participation in direct deposit is mandatory.
  • This position is designated as Essential Personnel and may require duty during state emergencies or disaster response operations for up to 14 calendar days per year, unless additional time is approved in advance by the TAG.

GENERAL EXPERIENCE: is experiences gained through civilian and/or military technical training schools within the human resources business programs. Includes but is not limited to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

SPECIALIZED EXPERIENCE: is experiences that prepared the applicant to perform the duties of the position. The applicant's accredited educational-degree study program; or other military or civilian academic courses may substitute for some specialized experience. MUST HAVE at least one year of experience equivalent to the next lower grade level.

However, substitution of Education for Specialized Experience is allowed.
